Commissioner McKenzie said the League had not met so there was no report. Election of Vice Chair Chair Singleton explained that the Vice Chair assists the Chair. It is not an active role, but the Vice Chair covers meeting that the Chair cannot. Chair Singleton said he anticipated the Vice Chair doing more, depending upon the direction of the Operations Committee. He said the Vice Chair would serve through October when the Chair and Vice Chair are elected. Chair Singleton restated Commissioner McKenzie's nomination for Vice Chair. Commissioner Brisbois moved and Commissioner Thao seconded nomination of Commissioner Grefenberg for the Vice Chair position. No other nominations were made. Chair Singleton asked for a vote in favor of Commissioner McKenzie. No votes. Chair Singleton asked for a vote in favor of Commissioner Grefenberg. Four votes in favor of Grefenberg. Commissioner Grefenberg accepted to appointment of Vice Chair. He said it is important to recognize that dissent and disagreement is a value of the Commission but that all must work together for a common goal. Strategic Plan Commissioner Grefenberg reviewed the 2011 Strategic Plan revisions recommended by the Operations Committee. He reviewed the plan, developed in 2009, and noted that much had been achieved. Commissioner Grefenberg said the ordinance requires the HRC to have by -laws that have not been updated since 1986. He said the Commission now has a committee structure and ground rules are much clearer. Commissioners asked staff to send the most recent by -laws for review. Commissioner Thao asked what achieving the goal of outreach meant. She said she saw this more as an ongoing effort, not something that is achieved once. Commissioners discussed changing language to continue work. Commissioners further clarified that they will reestablish and work with youth representatives. Commissioner Thao asked for clarification on developing a communications network. Commissioner Grefenberg said the city has a list of dialogue attendees and the HRC periodically sends information to that list. City Manager Malinen said Roseville has a listsery for advisory commissions in which the city lets anyone who is interested to know about commission events.
