<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, Minnesota was duly held at the City <br />Hall in said city on Monday, the 27th day of February, 1984, at 7:30 p.m. <br /> <br />The following members were present: Johnson, Franke, Kehr, Curley, and <br />Demos. <br /> <br />and, the following were absent: None. <br /> <br />Council member Curley introduced and moved the adoption of the following <br />resolution. <br /> <br />RESOLUTION NO. 7596 <br /> <br />RESOLUTION SUPPORTING THE LOCATION OF A <br />RACING FACILITY IN THE CITY OF BLAINE <br /> <br />WHEREAS, a State Constitutional Amendment allowing parimutuel betting was <br />approved by the Minnesota voters on November 2, 1982, and the ~1innesota <br />Racing Commission has been created by the Minnesota Legislature to implement <br />parimutuel horseracing in Minnesota, and <br /> <br />WHEREAS, the location of a racing facility would have a substantial, positive <br />impact on the economic condition of an area, and <br /> <br />WHEREAS, a racing facility would create approximately 1,000 additional employ- <br />ment positions, and <br /> <br />WHEREAS, the City of Blaine has stated an interest in the location of the Metro <br />Racetrack in the City of Blaine, which interest has been pursued by the North <br />Star Race Track Association, City of Blaine, and Anoka County, and <br /> <br />WHEREAS, there is within the City of Blaine sufficient lands next to 1-35W <br />and within 20 minutes of the central Twin Cities which lands are proposed <br />for the Northstar Racetrack facility, and <br /> <br />WHEREAS, the location of a racing facility in Blaine, Anoka County, Minnesota, <br />would at last place a major State-wide recreational facility in the northern <br />metropolitan communities and thus make more real, economic balance within the <br />metropolitan community, and <br /> <br />WHEREAS, Metropolitan Systems would not require substantial expenditures of <br />taxpayers' dollars if the racing facility were located in the City of Blaine. <br />
