MAYOR: That was sunrise, wasn't it? So it would appear to
me we could have no parking exception Sunday morning.

HONCHELL: We could, but if we do that we wouldn't have to
build it 44 feet wide and the state will refuse to fund it. We
could build it that way, it just means that if we have no parking
restrictions all the other days or whatever provision we decide
on there would be another lane sitting over there with no one
needing to drive on it and no one parking on it.

MULHAGEN: There would be no funding on that?

HONCHELL: No, the state won't fund anything, if we don't put
"no parking" conditions on one side or widen it out (one of the
two). We can't have the state funds. They will reject the pro-
ject. ,

MAYOR: Even though its only for' four hours?

HONCHELL: That's right. In fact, o~e of the requirements we
have.to have to get the money is to pass a resolution banning
parking on one side or the other for the entire length if its not
44 feet wide. Now, we want the money and we want the parking so
what we have to do is build it 44 feet wide or whatever that
distance is we desire.

MAYOR: Well, wouldn't you make it 44 feet wide to Rosemount?

HONCHELL: Well, no, I wouldn't recommend that because its
simply not needed for the traffic and its putting a lot of pave-
ment and a lot of money out there where it is not necessary.

COUNCILMAN: How much extra would this cost, the 44 feet, the
extra 10 feet, 12 feet?

MAYOR: You just have one block, is that all you're going to
do with that?

HONCHELL: Two blocks, two blocks.

MAYOR: Oh, okay.

HONCHELL: Okay, hang on just a second.
that's for 10 cars. That's for 13, 14 cars.
cars.

$10,000 to $15,000 -
Around a dozen

COUNCILMAN: Wouldn't that be considered an expansion of the
project? Can we do that without another hearing?

HONCHELL: No, that's not an expansion of the project.
That's a detail design that can actually be . . . if you look at
what we're saying, you adopt the project and order the plans to
be prepared. That would be part of preparing the plans. Now

-8-
