HONCHELL: No we haven't talked to any land developers. We
have laid out several different alternative approaches to land
development, which we have shown to the people and discussed
several with them. Obviously there are many ways that this land
could be developed.
One of the reasons this is proposed as stated is because
it brings the sewer to those who need it now, brings it in the
gravity system, and it brings it in a manner that has a fairly
minor intrusion on the edge of the property and it doesn't prevent
any style of future development. It allows a number of parcels to
be utilized. It is not to say that it is the only way, but we
believe it's the best.

STEVE: If you don't bring it in there, you said you can't
work off Roselawn because you'd need lift station, where else
would you come from?

HONCHELL: We would have to come from the road north (I think
Oxford) you would have come southerly from there somehow, and I
can't tell you exactly how we would get between the homes or how
else we could do it, but that would be the only other location in
the area that has enough depth. You have to come south from
Shrier to get back in to that general locale.

DEMOS: If you did that, then the one on Shrier would properly
be connected and not have any use for it.

HONCHELL: They are already connected.

DEMOS: OK, and then at the back end of Mr. Zittle's property,
and they wouldn't have any use for it, so the City would have the
same amount involved in crossing the roadway, its looks like a
total of 654 instead of 709, almost as many feet to come down and
then be uncollectable anyway.

AUDIENCE: Its going to be longer, there's more north - south
than east-west.

HONCHELL: It did not seem as available for potential develop-
ment along that line, because the cemetery property is extremely
unlikely to develop and it simply would not be serving as much
land.

DEMOS: Does the Council have any feelings, or anything it
would like to say on this?

COUNCILMEMBER JOHNSON: I am impressed by the fact that there
is a real need for this sewer, as its one of the few areas in the
City where sewer is not connected. I think the staff recommen-
dation is a good compromise. I would favor the deferral until
the properties are actually developed as proposed. Also, I would
like some sort of adjustment of the normal interest so that we can
get around the assessment situation. It seems to me that this is
