<br />HONCHELL: It was the thinking of the staff that, at the time <br />they need this sewer, mainly that they split their property, and <br />that then would be the time when they would pay their <br />assessments. It is fairly common for the City to do it this way, <br />although it hasn't been done much lately. At the time the City <br />was building its sewer and water system, many times it was going <br />by large parcels where there was a single structure involved and <br /> <br />DEMOS: And that was a mistake. <br /> <br />HONCHELL: Well, no it all depends on which way you want to <br />look at it. Some people may own three or four hundred feet of <br />assessable land with only one structure on it and they got <br />assessed for the full amount. In some cases it was a fairly dif- <br />ficult payment for them to make. Obviously, it could be done in <br />this case as well, but the staff felt that this was a reasonable <br />assessment for the parcels and the City would also be getting rid <br />of 5 of its last 7 unconnected sanitary sewers. <br /> <br />COUNCILMEMBER: If the total cost is $22.91 per foot, is some <br />portion of this (inaudible) or all charged? <br /> <br />HONCHELL: It's all charged. The standard policy says that <br />the sanitary sewers are fully assessed as long as you get full <br />gravity service. If you didn't have gravity service and you had <br />to put your own lift stations in, then it would be half the fare, <br />that's the standard approach. <br /> <br />DEMOS: Charlie, what's an average cost per lot? <br /> <br />HONCHELL: For instance, starting from the left, I see l40, <br />142' these are the footages, (the numbers up in there are fron- <br />tages) 93, 150. <br /> <br />DEMOS: Most of them are over a 100 feet. <br /> <br />HONCHELL: All but two. <br /> <br />DEMOS: So your talking somewhere in the neighborhood of a <br />$1000? <br /> <br />HONCHELL: Depending upon which lot, that's approximately right. <br /> <br />MAN IN AUDIENCE: My name is Steve (inaudible). Over a period <br />of time....... (inaudible) <br /> <br />HONCHELL: Yes, our recommendation would be to assess it over <br />the 15 year period with the right of prepayment if they wish and <br />if not, to pay it with their taxes over that period of time with <br />interest. <br /> <br />STEVE: Do you propose to put a road in there along side the <br />sanitary sewer? <br />
