<br />HONCHELL: Yes that's right because they could not have a <br />building permit without sewer. <br /> <br />STEVE: In other words, do I understand you Charlie, and I'm <br />not sure that I do. Those people along the that line there, where <br />the sewer goes through......they will not be required to pay until <br />such time as its platted or a road built? <br /> <br />HONCHELL: Well, I guess I didn't use the word platted or road <br />built, because theoretically there could be some sort of planned <br />unit development but there may never be a road. What we are <br />saying is that at the time they would go through the Council to <br />get approval for additional building sites, then they would need <br />the sewer. If they don't need the sewer, such as this parcel <br />right here, then they wouldn't pay for it. <br /> <br />STEVE: You're saying that then they would not have to pay for <br />the sewer until they want to use it? <br /> <br />HONCHELL: That's right, not until such time as they go <br />through the Council and get a planned unit development, a plat or <br />something, ... not until they need it. Now of course, this is the <br />staff's proposal, but as the mayor indicated, this is not <br />assessment time, but we did want you and other people to <br />understand at least the thinking of the staff behind this align- <br />ment and how the assessment, we believe could be handled. <br /> <br />STEVE: Ok, let me ask you this Charlie, the sewer goes in <br />and those people do not have to pay until such time as planned, <br />platted or whatever, and say that goes on for 5, lO years before <br />this is done, does it lie dormant there and the City picks up the <br />tab on it? <br /> <br />HONCHELL: The City will have to be making the payments to <br />reimburse the fund, probably the sanitary sewer fund or the 429 <br />project. <br /> <br />STEVE: And at the time, the land is platted, developed or <br />whatever, then would it be backcharged the full amount to whoever <br />develops it? <br /> <br />HONCHELL: That's right, to whomever is the property owner at <br />that time. <br /> <br />DEMOS: Any other questions from the Council? <br /> <br />COUNCILMEMBER: Mr. Berwell referred to a petition to the <br />Council with 6 people asking for an alternate plan. <br /> <br />DEMOS: At this time, I will open the hearing to the public, I <br />ask that each speaker come to the microphone, give his or her name <br />and address. <br /> <br />MARTHA TAMSEN, Chatsworth: I would like to know what happens <br />to the interest on this? <br />
