<br />EXHIBIT A <br /> <br />NOTICE OF PUBLIC HEARING REGARDING THE <br />DESIGNATION OF A MUNICIPAL DEVELOPMENT <br />DISTRICT PURSUANT TO MINNESOTA STATUTES, <br />CHAPTER 472A, THE MUNICIPAL DEVELOPMENT <br />DISTRICT ACT AND ESTABLISHMENT OF A TAX <br />INCREMENT FINANCING DISTRICT PURSUANT TO <br />MINNESOTA STATUTES, SECTIONS 273.71-78 <br />INCLUSIVE, IN THE CITY OF ROSEVILLE, <br />MINNESOT A. <br /> <br />NOTICE IS HEREBY GIVEN that the governing body of the City of <br />Roseville, Minnesota (the "City") will meet on September 10, 1984, at 7:00 p.m. or <br />as soon thereafter as the matter may be heard at the City offices, 2660 Civic <br />Center Drive, Roseville, Minnesota, for the purpose of conducting a public hearing <br />on the proposal to designate Municipal Development District #3 in accordance with <br />the Municipal Development District Act, Minnesota Statutes, Chapter 472A, as <br />amended and create and establish a Tax Increment Financing District in <br />accordance with Minnesota Tax Increment Financing Act, Minnesota Statutes, <br />Sections 273.71-78, inclusive as amended. The governing body will also consider <br />approval of a Development Program pursuant to Minnesota Statutes, Section <br />.472A.02, Subdivision 5, and adoption of a Financing Plan pursuant to Minnesota <br />Statutes, Section 273.74, Subdivision 1. <br /> <br />The area to be encompassed by the proposed Municipal Development <br />District #3 is generally described as follows: <br /> <br />The east 700 feet of the west 1,275.7 feet of the north 400 feet of <br />the Northwest quarter of Section 13, Township 29, Range 23, <br />according to the government survey thereof, subject to County Road <br />B and ditch easement. <br /> <br />The property to be included in the proposed Tax Increment Financing <br />District which is located in the Municipal Development District described above <br />will include: <br /> <br />Development Parcel <br /> <br />The east 400 feet of the west 1,275.7 feet of the north 400 feet of <br />the Northwest quarter of Section 13, Township 29, Range 23, <br />according to the government survey thereof, subject to County Road <br />B and ditch easement. <br /> <br />Dedicated Park Parcel <br /> <br />The west 300 feet of the east 700 feet of the west 1,275.7 feet of the <br />north 400 feet of the Northwest quarter of Sec'tion 13, Township 29, <br />Range 23, according to the government survey thereof, subject to <br />County Road B and ditch easement. <br /> <br />A draft copy of the proposed Development Program and Finance Plan along <br />with all attachments and exhibits thereto, is available for public inspection at the <br />city offices. <br />
