<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />AUGUST 13, 1984 <br /> <br />Pursuant to due call and notice thereof, a regular meeting of <br /> <br />the City Council of the City of Roseville, Minnesota, was held in <br /> <br />the City Hall in said City on Monday, August 13, 1984, at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmembers Kehr, Johnson and Curley; and the fOllowing <br /> <br />were absent: Councilmember Franke. <br /> <br />Also present were James F. Andre, City Manager; Charles <br /> <br />Honchell, City Public Works Director; Douglas Strong, Senior <br /> <br />Engineering Technician; Robert Bell of Peterson, Bell & Converse, <br /> <br />City Attorney; and Thomas S. Deans of Knutson, Flynn & Hetland, <br /> <br />City Bond Consultant. <br /> <br />DEMOS: We will now look at Improvement No. ST-84-8, all that <br />property north of Co. Rd. B-3, south of Oakcrest Avenue and bet- <br />ween Fairview Avenue and Fry Street. <br /> <br />ANDRE: As the council recalls this was continued from the <br />July 30, meeting for further study. <br /> <br />HONCHELL: As those of you at the last meeting may recall, <br />the original proposal called for a triangular shape pond in this <br />general area. To acclimate you to where that area is, Oakcrest <br />is to the north, the Williams Brothers pipeline property is just <br />behind the private single family parcels on the south side of <br />Oakcrest and then the two shopping centers locations south of <br />that. The concern at the last meeting was the amount of land <br />being utilized for that pond in the shopping center area and it <br />was requested that other alternatives be explored. In the mean- <br />time, several have been explored, some of which appeared to be <br />very promising, but turned out to have various problems. <br />Ultimately, the solution was found. The solution would be to <br />have the pond be predominantly on the three single family parcels <br />owned by the City of Roseville that are now vacant. Those par- <br />cels already have both sanitary sewer and storm sewer running <br />
