<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />AUGUST 13, 1984 <br /> <br />Pursuant to due call and notice thereof, a regular meeting of <br />the City Council of the City of Roseville, Minnesota was held in <br /> <br />the City Hall in said City on Monday, August 13, 1984 at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmembers Kehr, Johnson and Curley; and the following were <br /> <br />absent: Councilmember Franke. <br />I <br />Also present were James F. Andre, City Manager; Charles <br /> <br />Honchell, City Public Works Director; Douglas Strong, Senior <br />Engineering Technician; Robert Bell of Peterson, Bell & Converse, <br /> <br />City Attorney; and Thomas S. Deans of Knutson, Flynn & Hetland, <br /> <br />City Bond Consultant. <br /> <br />DEMOS: We will now move on to the special assessment hearing <br />for five improvements. The first one is a combined hearing for <br />P-82-21 Farrington Street from Co. Rd. C to Iona Lane - paving. <br />P-82-22 Farrington Street from Iona Lane to Co. Rd. C and Iona <br />Lane from Farrington Street to Virginia Street - paving. P-B2-32 <br />Matilda Street from Co. Rd C-2 to Iona Lane, and Iona Lane from <br />Matilda to Farrington Street - Paving. <br /> <br />ANDRE: I would point out that the affidavits of publication <br />and certificates of mailing for each hearing are on file with the <br />Council. <br /> <br />HONCHELL: As indicated this is a combined improvement, which <br />means that all of the various individual projects that were <br />discussed a year ago were put together into one improvement pro- <br />ject and viewed as a single project. In all of these cases, the <br />project resulted in the construction of a residential roadway. <br />The streets involved are all 7 ton capacity, 32 feet wide with <br />concrete curb and gutter and include associated sod work, etc. <br />Perhaps this would be a good time to say it once, for those of <br />you who may not even have a project on this street, might have it <br />coming up later, so if you listen closely we will tell you a <br />single time. The City's general policy is that it only assesses <br />based on frontage for the roadway. And the reason is that <br />
