<br />assessments on side streets or side yards or corner lots at <br />1/IOth ratio. This is an example. Here is a particular home on <br />the corner of Farrington & Iona. It appears that the shortest <br />side is on Farrington. Using the example as that being 100 feet <br />in width, it would get a 100 feet of assessment on the Farrington <br />side. Assuming that it was 150 feet deep, it would be 1/IOth of <br />that distance, or 15 feet assessable frontage on the Iona side. <br />So this particular lot on my hypothetical example would have 100 <br />plus 15, or 115 assessable feet. If you had more than 150 feet, <br />then you would be treated as having a full frontage beyond the <br />150 foot depth. Also if you have an unusual shaped lot, at the <br />moment I don't happen to see any, but as you get into some of the <br />other areas, you might have a pie shaped lot. The City converts <br />that into a standard lot which is rectangular and you are <br />assessed on a normal shaped lot. In some cases that's really <br />good if you have a very wide frontage and small back, because <br />that makes your assessment actually less; in other cases it makes <br />it bad, because if you have a very small frontage and a very wide <br />backyard, you actually end up getting what you think is a very <br />big assessment, but that is because we convert all these odd <br />shaped lots into rectangles based on the area and size of the <br />lot. As I said these particular projects were combined, and as <br />we combined them they ended up with assessments of $7.93 per <br />foot, and I am happy to point out to the Council, at least in <br />this case, that this is less than the $ll or $12 stated at the <br />time of the hearing. <br /> <br />DEMOS: At this time I will call on our fiscal consultant, <br />Mr. Deans and have him explain the financing. <br /> <br />DEANS: Mayor and members of the Council, the total cost of <br />this project is $235,752.41. There are 7,432.6 assessable feet. <br />Now that would be $31.72 per foot if fully assessed. Based on <br />the Council's policy of assessing only 25%, that would be $7.93 <br />per foot. There will be 58,940.51 received from special <br />assessments and $176,811.90 received from general taxes. This <br />will be assessed over a 15 year period at an interest rate of <br />10.5%, with the ability to prepay without interest within 30 days <br />of the date of adoption. As you know also, there is the possibi- <br />lity for senior citizens and 100% disabled to apply to the <br />Council for deferment. <br /> <br />DEMOS: Any communications or comments from the Council? <br /> <br />ANDRE: No. <br /> <br />DEMOS: At this time I will open the hearing to the public, I <br />ask that you come to the microphone, give your name and address. <br /> <br />Owner of 2771 No. Farrington: I live on the corner of Iona <br />and Farrington, I don't have anything against the curbing, but <br />the sod had to be raised and the engineers had to raise it two <br />feet and the sod has gone down 4 inches, and I talked to them <br />about it, and they said they were going to repair it, and I'd <br />like to ask Mr. Honchell if that's true. <br />
