<br />constructed what is shown in red, which is a bypass sanitary <br />sewer, eliminated that portion shown in green, which is where the <br />problem originally was, and in doing so corrected the problem so <br />that the developer could build the project. The agreement was <br />that the MWCC would pay a 1/3 of the cost, the City would pay a <br />1/3 and we would assess a 1/3 to the property owners. The 1/3 <br />assessment is what we are considering now. You might also note <br />that unlike the others, due to the fact that the MWCC is offering <br />the City a 17 year 4% payback of the expenses that we own, we are <br />passing that along to the property owners as a recommendation as to <br />what we would then charge them. <br /> <br />DEMOS: Mr. Deans? <br /> <br />DEANS: Mayor and members of the Council, the total cost of <br />this project is $69,926.02. According to the development <br />agreement a portion will be paid by the City and a portion by the <br />landowner. The parcel will be assessed for $34,963.01 over a 17 <br />years period at a 4% rate with the 30 day prepayment provision. <br /> <br />DEMOS: Again, I will hold the hearing open to the public, <br />anyone wishing to heard please do so now. If not I will close <br />this hearing. <br /> <br />Councilmember Curley introduced the following resolution and <br /> <br />moved its adoption: <br /> <br />Resolution No. 7633 <br /> <br />RESOLUTION ADOPTING AND CONFIRMING <br />ASSESSMENTS FOR <br />CONSOLIDATED IMPROVEMENTS NO. P-82-21, P-82-22 AND P-82-32 <br /> <br />BE IT RESOLVED by the City Council of the City of Roseville, <br />Minnesota as follows: <br /> <br />1. The amount proper and necessary to be specially assessed <br />at this time for Consolidated Improvements No. P-82-21, P-82-22 <br />and P-82-32 against every assessable lot, piece or parcel of land <br />affected thereby has been duly calculated upon the basis of bene- <br />fits, without regard to cash valuation, in accordance with the <br />provisions of Minnesota Statutes, Chapter 429, as amended, and <br />notice has been duly mailed and published, as required by law, <br />that this Council would meet to hear, consider and pass upon all <br />objections, if any, and said proposed assessment has at all times <br />since its filing been open for public inspection, and an oppor- <br />tunity has been given to all interested persons to present their <br />objections, if any, to such proposed assessments. <br />
