<br />HONCHELL: This project as far the street construction por- <br />tion, is similar to the first two. Mainly, its a 32 foot residen- <br />tial style road. The difference in this project is that also <br />incorporated is the construction of storm drainage sewer faci- <br />lities and catch basins to pick up the water as it drains to the <br />road and along the road. The area in blue shown on the overhead <br />encompasses those parcels that are included in the storm sewer <br />section of the assessment. You might note that the four most <br />easterly lots closest to Hamline Avenue, are not included. The <br />reason for that is because in years gone by, in fact several <br />years, they were a part of another storm sewer project, and it <br />has been the City's policy to assess parcels one time for storm <br />drainage, unless its for a particular improvement that improves <br />the original work. So those were left off the assessment. Storm <br />drain construction is assessed in a manner similar to the <br />streets, in that it is only 2S% assessed on the real cost. <br /> <br />DEMOS: Mr. Deans? <br /> <br />DEANS: Mayor and members of the Council, the total cost of <br />this project is $99,736.03. The paving portion is $76,796.7S. <br />There are 2,525.1 assessable feet which would be lOOt assessed at <br />a rate of $30.41. When it is reduced according to City policy, <br />it will be assessed at a rate of $7.60 per foot. The cost of the <br />storm sewer portion is $22,939.28. There are 27 units. The cost <br />would be fully assessed at $849.60 per unit. When that is <br />reduced according to the City's policy, it will be assessed at a <br />rate of $212.40 per unit. $24,92S.56 will be received from spe- <br />cial assessments and $74,810.47 from general taxes to be assessed <br />over a 15 year period at a rate that we recommend of 10.5%, with <br />the 30 day prepayment provision. <br /> <br />DEMOS: We will now open the hearing to the public. If not, we'll close. <br /> <br />DEMOS: Then we move to the last one which is SS-P-B3-4. <br />Southeast corner of Dale and County Road B - sanitary sewer relo- <br />cation. <br /> <br />HONCHELL: This particular project was done by the <br />Metropolitan Waste Control Commission after they had signed an <br />agreement with the City, and we in turn held a special assessment <br />hearing to establish how we would obtain our share of the funds. <br />As you may recall, this is the southeast corner of Dale and <br />County Road B. There is both an existing city storm sewer which <br />is shown in green that crosses the parcel and an existing sani- <br />tary sewer which is shown in the yellow, blue and against the <br />yellow also across the parcel. When the owners of the property <br />.were ready to develop it, it was found that there was a problem <br />with this portion of the sanitary sewer itself and it was going <br />to be a severe problem for the owners to build. Also eventually <br />for the governmental agency in the future, if this should get <br />developed and then have an unexpected collaspe. The MWCC <br />
