Ms. Bloom <br /> advised that the City was looking at the existing right-of-way from Lexington to <br /> Hamline Avenues for additional pathway development as part of the Josephine <br /> Woods development project. Ms. Bloom reviewed other non-existent roadway <br /> segments that are designated MSA similar to this one, such as a segment of Twin <br /> Lakes Parkway. Ms. Bloom advised that it was common practice to draw dollars <br /> for those non-existing roads. <br /> Mayor Roe asked Ms. Bloom to address the purpose of MSA road designations <br /> and funds. <br /> Ms. Bloom advised that it was tied to future construction and dedicated funds for <br /> county state aid highways (CSAH's) and MSA funds received through the 30 cent <br /> gas tax dollars paid at the pump; with receipt of funds based on population and <br /> needs; as well as roadway cycles and annual updates provided to the state by the <br /> City. <br /> Mayor Roe asked Ms. Bloom to address how a road became MSA designated. <br /> Ms. Bloom advised that there were three (3) criteria to be considered for that de- <br /> signation: higher traffic volumes, not only a local road, and other criteria. Ms. <br /> Bloom advised that the City recommends roads for MSA designation based on es- <br /> tablished criteria, and the Commissioner of Transportation confirmed that desig- <br /> nation. <br /> Mayor Roe questioned if the City could designate portions,but no others. <br /> Ms. Bloom responded affirmatively, as long as they met the criteria. <br /> At the request of Councilmember Pust, Ms. Bloom advised that funds would be <br /> paid back if deemed applicable, or a portion thereof. <br /> Councilmember Willmus questioned if there were currently utilities running <br /> through that area. <br /> Ms. Bloom responded that sanitary sewer and a water main were located there <br /> from Hamline to Lexington Avenues. <br /> Councilmember Johnson noted that individuals had brought up the inability to see <br /> approaching traffic from County Road C-2 from both the north and south on Lex- <br /> ington; and questioned if it was fair to assume that a traffic light could be consi- <br /> dered for that intersection. <br />
