Paul, Vadnais Heights <br />and M.1ite Bear Lake (Cities) flow into Beaver, Phalen, Como and IlcCarron's lakes <br />(Lakes); and <br /> <br />~VHERF_J.l,S, frora time to time overflm'l waters frora these Lakes enter into the <br />metropolitan disposal system, using system (interceptor) capacity otherwise <br />available for sanitary sewage disposal; and <br /> <br />HHEFEAS, the Netropolitan Haste Control Cor.-mission (r1'JCC) includes such <br />overflows when determining the proportion of the total volume of sewage <br />discharged into the r;letropolitan disposal system allocable to each of the <br />Cities; and <br /> <br />IflIEP,EAS, the Cities, Hetro];.olitan Council and r,'lWCC desire to establish and <br />effective and efficient method of managing lake overflows; and <br /> <br />hIHEREAS, at the urging of the l'1etropolitan Council, the Hayors' Lake Overflow <br />Task Force \vus establish~i by the Cities in Decenber 1981 to negotiate an <br />effective management to the lake overflow problem; and <br /> <br />\flHEP.EAS, the !layors' Lake Overflow Task Force in turn established the Lake <br />Overflow Technical Advisory Cormnittee, comprised of staff from the Cities, <br />r"letropolitan Council and f'lhCC, to evaluate alternatives for addressing the <br />issue raised by the lake overflows; and <br /> <br />~ <br />
