Regular City Council Meeting <br /> Monday,August 22,2011 <br /> Page 31 <br /> Mr. Mansky responded affirmatively, depending on the type of election, the can- <br /> didate pool and turnout; and anticipated that for a primary election, absentee bal- <br /> loting be offered locally from Thursday through the weekend, and then on the fol- <br /> lowing Monday before the election; with the option for a two (2) week period for <br /> presidential or general elections. Mr. Mansky noted that it would depend on the <br /> atmosphere for those specific elections, as well as the political scene, Mr. Mansky <br /> noted that Roseville was the County's number one absentee voting community, <br /> with 17% voting absentee in 2008, and continuing to increase annually. <br /> In defense of the City's senior citizens and current election judges, Council- <br /> member McGehee suggested that the County not limit the age of judges to 65 <br /> years old; noting the service of current judges and from her experience transport- <br /> ing voters to the polls. <br /> Mr. Mansky assured Councilmembers that the age would not be limited; however, <br /> he noted the trend for older judges was in their reluctance to continue serving as <br /> the political scene became more contentious and there were more challenges in <br /> palling places. Mr. Mansky advised that many of those long-term election judges <br /> were finding service less interesting than it was 10-20 years ago. <br /> Councilmember Willmus opined that, when this option first came forward, he was <br /> really intrigued and was interested in saving some money for the City through <br /> such a cooperative venture. However, Councilmember Willmus advised that, <br /> while remaining supportive of a trial run, it was providing to add overall costs for <br /> running elections for the City. Councilmember Willmus asked that this come <br /> back after the initial trial for the City Council to revisit its effectiveness in the fu- <br /> ture. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> d. Consider Awarding Contract for Construction Management Services for <br /> Phase I of the new Fire Station <br /> Fire Chief Tim O'Neill provided a brief summary, as detailed in the RCA dated <br /> August 22, 2011 for approval of construction management services for construc- <br /> tion of a new fire station on the City Campus. Chief O'Neill noted that the evalu- <br /> ation criteria was weighted using a best value selection process; and that this <br /> didn't always ensure that the lowest bidder would be recommended, but criteria <br /> used to determine who would provide the best quality project. <br /> Going forward, Councilmember Pust sought clarification if the City was locked <br /> into Bossardt through the entire project; or could separate the contract going out <br /> for future bid; or if the economy continued to decline creating a situation where a <br /> more favorable and lower bidding market could be realized. <br />
