Regular City Council Meeting <br /> Monday,August 22,2011 <br /> Page 34 <br /> Mr. Bahnemann expressed his concern in learning about meetings being held, as <br /> he hated computers and didn't have access to one to get information electronical- <br /> ly. <br /> Mr. Bahnemann voice further concerns regarding his view of the prairie grasses at <br /> City Hall on a daily basis; and the lights being on at the City campus "24/7." Mr. <br /> Bahnemann noted that he had to install a shade in order to sleep at night; and that <br /> rather than adding additional costs, the City could cut a lot of costs by dousing the <br /> lights at City Hall. <br /> At 10:02 p.m., Pust moved, Johnson seconded, extension of the Council Rules of <br /> Procedure curfew for another five (5) minutes to finalize discussion on this item <br /> only. <br /> Roll Call(Meeting Extension) <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> e. Consider a Resolution Approving an Assisted Living Facility as a Condition- <br /> al Use at 621-637 Larpenteur Avenue <br /> Mr. Trudgeon addressed those three (3) items of concern that had been expressed <br /> by the City Council at an earlier meeting, and resolved by staff and the applicant: <br /> building screening/fencing, creation of additional open space, and lack of free- <br /> range open space for residents of the proposed facility. As detailed in the RCA <br /> dated August 22, 2011, Mr. Trudgeon reviewed the negotiations between staff and <br /> the applicant to address each of the issues; with staff recommending approval as <br /> conditioned and as negotiated. <br /> Johnson moved, Willmus seconded, adopt Resolution No. 10924 (Attachment G) <br /> entitled, "A Resolution Approving an Assisted Living Facility as a CONDI- <br /> TIONAL USE at 621-637 Larpenteur Avenue (PF11-013)." <br /> Johnson moved, Pust seconded, extension of the Council Rules of Procedure cur- <br /> few another five (5) minutes. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> Councilmember McGehee requested an explanation of what was proposed for the <br /> right-of-way. <br /> Mr. Trudgeon reiterated the proposal for removal of paved parking lot from the <br /> existing right-of-way, to provide additional green space that would total 4,635 <br /> square feet; as conditioned and detailed in the RCA dated August 22, 2011; that <br /> will be maintained by the property owner. <br />
