Chief O'Neill advised that, while continuing to be a learning process <br /> for the entire team, the best value process had encompassed hundreds of hours of <br /> investment by the evaluation team; and recognized the team's commitment to <br /> recommend to the City Council, and those firms providing bids, the highest point <br /> getter and to not stray from the process. While perhaps being significantly lower <br /> in cost than Bossardt, Chief O'Neill noted that there may have been other reasons <br /> why their fee scored lower, based on the standard criteria used, or their ability to <br /> provide services within the scope and cost, as well as the required time frame. <br /> Willmus moved, Johnson seconded, authorizing the fire department award of a <br /> contract to Bossardt Corporation for Construction Management Services for <br /> Phase I of the new Fire Station Project in the amount of$18,880. <br /> Roll Call <br /> Ayes: Pust; Johnson; Willmus; and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> Councilmember Pust asked that financing options for the fire station be included <br /> on a future agenda, sooner rather than later; opining that she was uncomfortable <br /> spending additional monies until a decision was made if the project would move <br /> forward, and if so, how it would be funded. <br /> Chief O'Neill advised that he was prepared to do that, even though exact costs <br /> were yet unavailable. <br /> Mayor Roe opined that Councilmember Pust had a good point; and while time <br /> would not allow the discussion at tonight's meeting, it should be on an agenda in <br /> the near future. <br /> Councilmember Pust opined that an estimated cost would be sufficient for her fur- <br /> ther consideration and for discussion purposes. <br /> Public Comment <br /> Eugene Bahnemann,2656 N Lexington Avenue <br /> Mr. Bahnemann, as a neighbor directly across Lexington Avenue from the pro- <br /> posed fire station, and as a former firefighter with over 31 years of service in the <br /> industry, questioned when the Fire Department would seek input from neighbors <br /> and others with expertise on how the interior of fire stations work most success- <br /> fully, rather than"slamming it down my throat." <br /> Mayor Roe encouraged Mr. Bahnemann to visit with Fire Chief O'Neill outside <br /> the meeting to voice his ideas and/or concerns. <br />
