Human Rights Commission <br />Meeting Minutes <br />August 9, 2011 <br />Commissioners Present: Jill Brisbois, Kristin Doneen, Vice Chair Gary Grefenberg, Wayne <br />Groff, Thelma McKenzie, Kaying Thao, Chair David Singleton <br />Youth Commissioners Anthony Barrett <br />Call to Order <br />Chair David Singleton called the meeting to order at 6:30 p.m. <br />The Clerk called the roll. <br />Swearing in of New Commissioners <br />Chair Singleton administered the oath of office to Commissioner Kristin Doneen and Commissioner <br />Wayne Groff. <br />Approve Agenda <br />Commissioner Jill Brisbois moved and Commissioner Gary Grefenberg seconded motion to <br />approve agenda. Motion prevailed unanimously. <br />Approve Minutes of July 12, 2011 <br />Commissioner Gary Grefenberg moved a variety of amendments to the draft minutes. He <br />distributed those minutes to City Manager Bill Malinen and Commissioner Jill Brisbois seconded <br />motion to approve minutes with various amendments and clarifications. Motion prevailed <br />unanimously. <br />Committee Reports <br />Operations Committee <br />Chair Singleton began review of the Operations Committee report. <br />City Manager Bill Malinen noted that the second paragraph said bylaws had not been updated since <br />1986, but he had bylaws from 2005. After some discussion, Commissioners asked that the 1986 <br />document be distributed to all commissioners. Chair Singleton said the 2005 document was a job <br />description, not bylaws. <br />City Manager Malinen asked whether the Visions of Success Committee should include <br />neighborhoods. Members of the Operations Committee agreed that was their intent and would <br />include that in the motion. <br />
