Roseville Human Rights Commission <br />August 9, 2011 Draft Minutes <br />Page 2 of 6 <br />City Manager Malinen noted that if the Operations Committee met, those meetings must be posted <br />since it would have at least a quorum of Human Right Commission members. <br />Commissioner McKenzie asked that discussion on this item be laid over because the new <br />commissioners had not received the packet and not seen the 1986 bylaws, and she had not received <br />the packet until that day. <br />Chair Singleton said the bylaws were not part of the report. He said they were procedural in intent <br />so he did not see a reason to delay. <br />Commissioners McKenzie, Doneen and Groff indicated they would abstain from voting on these <br />items. <br />Chair Singleton indicated he did not want to delay the discussion. <br />Chair Singleton asked whether Commissioner McKenzie was invited to the Operations Committee <br />meeting. Commissioner Brisbois said she had not been invited to the meeting. <br />Commissioners Grefenberg and Commissioner Brisbois indicated they were fine with the delay and <br />would give the new commissioners time to review. <br />Chair Singleton said he would move the item to later in the meeting. <br />Program Planning Committee Civic Engagement Project <br />Commissioner Grefenberg said the task force had a community, neighbor to neighbor meeting <br />planned for September 14. He said the goal of the meeting was to discuss ways to make government <br />more accessible, understandable and responsive to all. Commissioner Grefenberg said it was a <br />forum to hear from the citizens about what can be improved and what they like. Mayor Roe has <br />agreed to chair the community meeting. <br />Commissioner Doneen asked if the focus was on residents' needs being heard and asking people <br />who are interested to become more engaged. <br />Commissioner McKenzie raised a concern about the wording of the last sentence in the press <br />release that was included in the packet, stating that it was negative. <br />Commissioner Grefenberg said the task force wrote the press release and it was not up to him to <br />change it. <br />Commissioner McKenzie said she was not comfortable with the process and would not be staying <br />for the remainder of the meeting. She left at this time. <br />Commissioner Grefenberg said he would convey the concerns about that sentence. Commissioners <br />discussed purpose of the press release to pinpoint problems and to appeal to everyone. <br />
