<br />Pursuant to due call and notice thereof, a regular meeting of the City
<br />Council of the City of Roseville, County of Ramsey, Minnesota, was duly held in
<br />the City Hall at 2660 Civic Center Drive, Roseville, Minnesota, on Monday, the
<br />twenty-fifth of February, 1985, at 7:30 o'clock p.m.

<br />RESOLUTION APPROVING AND AUTHORIZING THE SIGNING OF A JOINT
<br />POWERS AGREEMENT BETWEEN THE CITIES OF FALCON HEIGHTS, MAPLEWOOD,
<br />ST. PAUL, AND ROSEVILLE, MINNESOTA ESTABLISHING AND EMPOWERING
<br />THE CENTRAL RAMSEY WATER MANAGEMENT ORGANIZATION
<br />
<br />WHEREAS, the City of Roseville is a municipal corporation and political sub-
<br />division of the State of Minnesota, and the Cities of Falcon Heights, Maplewood,
<br />and St. Paul are municipal corporations and political subdivisions of the State
<br />of Minnesota; and
<br />
<br />WHEREAS, each city has the authority to manage surface waters within its
<br />boundaries pursuant to M.S.A. 412.221, Subd. 6; 444.075, and 462.357, Subd. 1;
<br />and
<br />
<br />WHEREAS, each city may jointly exercise common authority by adopting a joint
<br />powers agreement pursuant to M.S.A. 471.59; and
<br />
<br />WHEREAS, by means of a joint powers agreement, the cities may establish a water
<br />management organization pursuant to M.S.A. 473.875 to 473.883, inclusive; and
<br />
<br />WHEREAS, a portion of each city lies within the geographical area hereinafter
<br />referred to as the "Central Ramsey Watershed"; and
<br />
<br />WHEREAS, each city is desirous of jointly creating a water management
<br />organization that would adopt a watershed management plan for the Central
<br />Ramsey Watershed which plan would preserve and use natural water storage and
<br />retention systems where possible, in order to:
<br />
<br />a. reduce to the greatest practical extent the public capital
<br />expenditures necessary to control excessive volumes and rates of
<br />runoff,
