<br />WHEREAS, the information collected and analyzed through the efforts of the I35W Corridor
<br />Coalition Cities will be critical to the discussion and policy decisions associated with the current
<br />metropolitan area growth options, and
<br />
<br />WHEREAS, the success of this collaborative effort will be dependent upon having access
<br />to adequate resources to comprehensively research and address the critical issues that impact I35W
<br />Corridor Coalition Cities and the I35W Corridor, and
<br />
<br />WHEREAS, the goals and objectives of the I35W Corridor Coalition are consistent with the
<br />funding guidelines established within the Metropolitan Livable Communities Act and would be an
<br />appropriate source of funds for assisting to implement this long term planning effort.

<br />NOW THEREFORE, be it resolved that the City of Roseville, as a participating community

<br />application to the Metropolitan Council under the Metropolitan Livable Communities Act, and other
<br />appropriate funding resources, in order to secure funds for implementing the goals and objectives
<br />of the I35W Corridor Coalition. Further, the I35W Corridor Coalition hereby adopted this Joint
<br />Powers Agreement pursuant to Minnesota Statutes section 471.59 (1994), authorizing governmental
<br />units to enter into agreements for the joint exercise of powers, and in consideration of the mutual
<br />undertakings expressed herein; the 135W Corridor Coalition agree as follows:

<br />ARTICLE II. ORGANIZATIONAL GOALS

<br />The I35W Corridor Coalition Cities adopt the following goals:

<br />Section 1. Work cooperatively with transportation and other agencies in the planning for
<br />transportation improvement, mass transit needs, and the infrastructure improvements along the I35W
<br />Corridor to maintain and improve service and help stimulate business growth and labor availability.
<br />

<br />and retain quality industrial and commercial tax base and employment. Research current business
<br />base in each community and availability of redevelopment opportunities and vacant land to identify
<br />a strategic marketing plan for all communities. Develop a code of ethics between the communities
<br />for use of attraction and retention tools.
<br />
<br />Section 3. Develop a strategy to ensure that there are adequate affordable and life-cycle housing
<br />opportunities in the I35W Corridor Coalition Cities for all residents and employees of the business
<br />base employers. Pro actively pursue the use and distribution of all available resources (e.g.,
<br />Community Development Block Grant, HOME funds, etc.) to ensure that housing needs are
<br />adequately met.
