Motion 11 -07 -10 <br />Member Miller moved, and Member Von De Linde seconded authorizing FOR and Mr. Petersen to <br />develop specific grant applications for all six (6) of the projected listed in the July 14, 2011 memorandum <br />for GLWMO Board approval at the August meeting; and provide FOR and Mr. Petersen with guidance on <br />the financial framework (e.g. matching funds). <br />Ayes: 4 Nays: 0 Motion carried. <br />Third Generation Watershed PlanninE Update <br />Special Meeting, August 25, 2011 <br />Mr. Petersen noted the timeframe for the GLWMO Board to respond in writing to written comments from <br />the 60 -day review process; as well as a meeting to approve responses from consultants (EOR and Mr. <br />Petersen) all to be submitted before that meeting; with August 15, 2011 the official close for comments. <br />Motion 11 -07 -11 <br />Member Miller moved, and Member Westerberg seconded scheduling a Special Meeting of the GLWMO <br />Board for Thursday, August 25, 2011 from 4:00 — 6:00 p.m., for the purpose of reviewing and formally <br />approving written responses from FOR to comments on the DRAFT Third Generation Plan. <br />Member Von De Linde advised that she would be unavailable for that meeting. <br />Ayes: 4 Nays: 0 Motion carried. <br />Other <br />Presentation by Len Ferrington <br />Mr. Ferrington presented a recent study from one of his students at the U of MN in partnership with the <br />City of Shoreview at Lake Owasso County Park; with the study providing for a full semester of analysis <br />of environmental efficiencies for consideration by the City. Mr. Ferrington opined that the City and <br />students all benefited from the study and that it had proven to be a good partnership, providing a good <br />learning experience and increased interest by students in environmental stewardship and management, <br />and allowing them to apply concepts learned in class to real world situations. Mr. Ferrington's <br />presentation was the results of that study; focusing on mechanisms for more sustainable management of <br />parks. <br />Mr. Ferrington suggested that Ramsey County develop a large rain garden to address current runoff, and <br />consider the relocation of dumpsters from an existing site. Mr. Ferrington addressed potential options to <br />address infiltration; availability of additional space for filtering drainage; and segregation of organic <br />versus inorganic garbage. Mr. Ferrington also discussed drainage from areas outside that of the park, <br />including three (3) lots to the east of existing homes east of the park that may be up for sale for a housing <br />development in the near future that could also facilitate additional discussions on drainage corrections. <br />Action Step <br />At the request of Chair Eckman, Mr. Ferrington clarified that his intent for this presentation was for the <br />GLWMO Board to be aware of and identify issues; and offered to give further consideration to various <br />options and return to a GLWMO Board meeting with his recommendations and supporting data. <br />Chair Eckman opined that the challenge was whether or not the County is interested in infiltration <br />concerns at the park; and if the GLWMO could come up with a solution that wouldn't require a lot of <br />maintenance for the County, it may be ready to overcome its objections to previous proposals. <br />13 <br />
