Sheila Stowell, Recording Secretary <br />Invoice # GLWMO 06 -23 -11 for Recording Secretary Services in the amount of $182.69 <br />Motion 11 -07 -02 <br />Member Miller moved, and Member Westerberg seconded approval of the July 21, 2011 Consent Agenda <br />Items as detailed above. <br />Ayes: 4 Nays: 0 Motion carried. <br />Due to technical difficulties with Mr. Ryan's presentation, Chair Eckman called for Public Comment at <br />this time. <br />Public Comment Period <br />Edward Roberts, Lake Owasso (Roseville); Member Representative of Lake Owasso Homeowners <br />Association <br />Mr. Roberts advised that the Association had received two (2) copies of the DRAFT Third Generation <br />Plan for review; in addition to the one (1) copy provided by Mr. Schwartz at the City of Roseville for use <br />by the Association for their review of the DRAFT. Mr. Roberts advised that every attempt was being <br />made to Association members for their review; however, he noted that due to the state government <br />shutdown, many of the reference materials were unavailable, and asked that the GLWMO Board consider <br />an extension of the comment period. <br />Mr. Petersen noted that BWSR had not requested additional time for their review due to the state <br />government shutdown. <br />Ms. Correll, in reviewing referenced documents, opined that the reference materials were not that <br />extensive that it should not incapacitate public review of the Plan. <br />Mr. Roberts advised references were made to State Statute, as well as historical data available from the <br />Department of Natural Resources (DNR). Mr. Roberts further advised that Lake Owasso resident were <br />interested in reviewing the referenced resources; in addition to references to the Second Generation Plan, <br />which he had been unable to find on the GLWMO Board's website. <br />Mr. Petersen advised that the Second Generation Plan was not currently available on the GLWMO <br />website, only the Executive Summary; however he noted that the website states that the entire Second <br />Generation Plan was available at both member cities' Public Works offices. <br />Mr. Petersen cautioned the Board in delaying this public comment period in lieu of the entire process and <br />delay in the review and approval process that may result in the plan not being adopted by the end of 2011. <br />Chair Eckman opined that the Lake Owasso Homeowners Association request was significant for the <br />Board to consider; and clarified that the request would be to delay approval for approximately three (3) <br />weeks, the equivalent of the state government shutdown period. <br />Mr. Roberts noted that he was speaking for the President of the Association, as well as individual <br />members. <br />2 <br />
