103 MOTION 11 -07 -03 <br />104 <br />105 For the purpose of discussion, Miller moved, Westerberg seconded, extension of the 60 -day public <br />106 comment period for the Third Generation Plan; subsequently pushing back the scheduled Public Hearing <br />107 date; and potentially pushing back Plan approval beyond the 2011 calendar year. <br />108 <br />109 Member Miller questioned the implications of not having the Plan approved by the end of 2011; but <br />110 approximately three (3) weeks later in January of 2012. <br />111 <br />112 Mr. Petersen advised that it could significantly impact the possibility of the two (2) member cities being <br />113 able to implement a new financing regime for the GLWMO and adjustments to the Joint Powers <br />114 Agreement (JPA) to provide for that financing. <br />115 <br />116 Chair Eckman sought clarification from Ms. Correll as to any affect on the TMDL study to delay the <br />117 process by three (3) weeks. <br />118 <br />119 Ms. Correll opined that it shouldn't affect the TMDL; however, she noted that it could impact the <br />120 GLWMO's change of securing grant money, to be addressed later on tonight's agenda; advising that the <br />121 GLWMO would be seen as a more favorable grant applicant if they were able to demonstrate that their <br />122 Plan was in process or completed. <br />123 <br />124 Chair Eckman questioned whether a delay would also create additional difficulties since the State Board <br />125 (BWSR) will not meet in November of 2011. <br />126 <br />127 Ms. Correll advised that it could since BWSR staff (Melissa Lewis) had indicated that the frequency of <br />128 BWSR meetings where Plan approval was addressed was based on the number of Plan submittals they <br />129 received. <br />130 <br />131 Ms. Correll clarified that this 60 -day comment period (expiring August 15, 2011) was not the only <br />132 opportunity for the public to comment on the Plan; but that there were actually two (2) separate comment <br />133 periods; and that the public could still submit comments during that 60 -days, in addition to commenting at <br />134 the Public Hearing (scheduled for September 8, 2011), as well as the additional 90 -day comment period <br />135 for agency comment following the Public Hearing and prior to Plan adoption. <br />136 <br />137 Discussion ensued among Board members and Mr. Petersen on the logistics of the previously approved <br />138 meeting schedule and process as adopted by the GLWMO Board; implications to keeping the process on <br />139 track for Plan adoption by year -end; consideration of the potential for a 40% turnover of the current <br />140 GLWMO Board at year -end and the need to orientate and bring new Board members up -to -speed with the <br />141 Plan and process if not adopted by year -end. <br />142 <br />143 Mr. Petersen clarified with Mr. Roberts the apparently unavailable reference materials to determine if <br />144 there were other sources for those materials. Mr. Roberts advised that the comments from Lake Owasso <br />145 members were related to more detailed information on specific depths not included in lake profiles for <br />146 water bodies included in the GLWMO <br />147 <br />148 Mr. Petersen and Ms. Correll clarified that some of the referenced materials were in the Second <br />149 Generation Plan, and simply carried forward or updated in the Third Generation Plan; as well as noting <br />150 that the water depth studies by the DNR were still in process, and not completed to -date. <br />151 <br />3 <br />
