I have been told that this is in an effort to
August 31, 2011
Jay Fogelson
investigate the impact that a no wake zone would have on the water quality of shallow areas of the lake? I have to question this motive, though, and I truly hope that this is
not just an effort for people to try to preserver their shore line.? Either way, I think this is a bad idea, as I feel this is an attempt to eventually put a no wake ban on the entire
lake. I think this would greatly decrease property values on the lake, and it would take away hundreds, if not thousands, of peoples summer past times.
I urge you to put this proposal to rest. This is one of the few lakes that the public can use in the Northeast metro.
87
73
1 am a resident in Shoreview, Minnesota (3137 Woodbridge Street) and I live on Lake Owasso and I am vehemently opposed to the proposed "no wake" zone on Lake Owasso.
September 1, 2011
David A. Lutz, Esq.
I am deeply concerned about how I learned about this proposed restriction —only through word of mouth and I think this type of legislation if enacted would potentially be
Lutz Law Firm
considered a "taking" under the constitution. I am also concerned that this proposal shows up in the middle of a 243 page report. Please note for the record that I am against
this proposal and hope that the GLWMO will remove this restriction from their 10 year plan.
88
74
1 am a regular user of Lake Owasso, and I just learned of proposed no -wake or no- boating zones on Lake Owasso. I don't support these restrictions and believe the other
September 1, 2011
Todd Smith
proposed methods for improving water quality should be pursued.
89
75
While I admire your goal of increasing water clarity, I will adamantly oppose your plan based solely on your attempt to add boating restrictions to Lake Owasso. I have been
September 2, 2011
Joe Held, Omnetics
boating on Lake Owasso for 20 years and have enjoyed using the lake so much that I purchased a home on the lake 7 years ago (solely because of the recreation value of the
Connector Corp.
lake).
You will find that hundreds of home owners and Lake Owasso users are uniting in opposition to your plan.
It is a shame that you have included this project in an otherwise decent plan.
155
76
It has come to my attention that there is a proposal out there which would place a "no wake zone" on certain parts of Lake Owasso. As someone who is looking to buy
September 8, 2011
Jeannie Reardon
property on Lake Owasso and currently uses the lake for recreational activities several times a week, I have a vested interest in this proposition. I am opposed to the
enforcement of a no wake zone on Owasso. There are other ways to control water quality on this wake through the use of structural and nonstructural BMPs, controlling the
curly -leaf pondweed /Eurasian Watermilfoil, mitigating EACs, etc. I understand that a lot of these activities are already in effect but I question whether or not the BMPs that
are put in place are maintained and monitored and just how proactive and aggressive the control of the "weeds" are.
I believe that implementing a no wake zone is the easy way out. I just want to make sure that all other efforts have been exhausted prior to this happening. I love Owasso. I
don't want to see it harmed but I do want to keep boating there and eventually, I would like to own a home there.
I encourage you to remove the proposition for installation of a no wake zone on Lake Owasso.
173
77
We have owned our property on Lake Owasso since 1966 and we certainly appreciate all efforts to improve water quality as well as water safety to improve opportunities for
September 12,
Ralph (Skip) and Pat
fishing, boating, swimming, and water sports such as water skiing, wake boarding, etc. I did a lot of water skiing in years past and am now content to help the next
2011
Kiland
generations to enjoy the same.
I would hate to see boating restricted further unless there is much more evidence to support the idea that wake action is causing a problem. One problem that I haven't
heard much about is how much large carp can disturb the bottom. I recall one spring (I don't remember the year) when winter kill caused many large carp to float onto the
shore. We literally filled several garbage cans with carp that were very large and this was just from our 50 foot shoreline. Do we know what the carp population is now in
Lake Owasso? Carp control may improve water clarity more than wake restrictions.
At meetings that I have attended, there seems to be a huge emphasis on water clarity. I don't disagree that this is important, however, I would say that weed control is much
more important with regard to most uses of the lake.
Thank you for listening and please consider solutions other than wake control.
Grass Lake Watershed Management Organization — 2011 Watershed Management Plan Response to Comments: 60 -dav review period
9/19/2011 Page 11
