DATE: 12/13/99 <br />Department Approval Mana Approval: A Sedion: <br />n Consent <br />e i Assessment 1 <br />Re Approval to Hire Environmental Development Consultants <br />1 .0 Reg uested Action <br />City staff is requesting approval by resolution to hire Environmental and Development <br />Consultants for assistance in completing the tasks associated with the U.S. Environmental <br />Protection Agency Brownfield Assessment Demonstration Pilot provided to the City of Roseville <br />for work in the Twin Lakes Redevelopment Area. <br />2 ,0 Back <br />ground <br />2.1 On .March 22, 1999, the City of Roseville applied for a U.S. EPA Brownfield Assessment <br />Demonstration pilot grant to reduce the casts of contamination assessment and potential <br />cleanup of the Twin Lakes Parkway ROW, as well as the necessary community outreach. <br />2.2 The goal of the EPA Brownfield Assessment Demonstration pilot is to provide up to <br />$200,000 in grants over two years for projects that test cleanup and redevelopment <br />planning models, direct special efforts towards removing regulatory harrier without <br />sacrificing protectiveness, and facilitate coordinated environmental cleanup and <br />redevelopment efforts at the federal, state and local levels. The funds are to be used to <br />bring together community groups, investors, lenders, developers, landowners and other <br />affected parties to address the issue of cleaning up sites contaminated with hazardous <br />substances and preparing them for appropriate, productive use. <br />2.3 The US EPA notified the City of Roseville on their selection of Roseville for the Brownfield <br />Assessment Demonstration Pilot funds in a letter dated June 21, 1999, and in October 1999 <br />approved a work plan which detailed the tasks Roseville will take to complete items <br />identified in the EPA Brownfield Demonstration Application. <br />2.4 The first task is to complete the successful hire of an Environmental Consultant and <br />Development Consultant. Staff prepared an RFp that outlined the study objectives, <br />minimum study requirements, submission requirements, selection criteria and study time <br />lime for both environmental and developmental consulting services.
