to approximately 30 environmental firms and 15 development consulting firms. In <br />addition, there was a request from an additional 20 environmental firms. Twenty -two <br />environmental consulting proposals and five development consulting proposals were <br />submitted to the city of Roseville for consideration. <br />3.0 Review Process En yironm en tai Consulog <br />3.1 Roseville was seeking proposals from highly qualified and experienced environmental <br />firms to perform the environmental assessment scope of services component of the <br />DSEPA grant which includes developing an EPA- approved Quality Assurance Project Plan <br />(QAPP), conducting phase I and Phase II Environmental Site Assessments of the right-of- <br />way for the Twin Lakes Parkway and develop a response action plan (RAP) for <br />contaminated sites identifier) in conjunction with the Minnesota VI (Voluntary <br />Investigation and Cleanup) program requirements. <br />3.2 The Community Development Department hired the services of Angel Environmental <br />Management to provide an initial review of each environmental proposal with the goal to <br />narrow down the list to 5 -7 firms for interviews. Each proposal was reviewed with a <br />scoreshe et based upon criteria listed in the RFP and for proposal completeness. <br />3.3 After this extensive review and in discussion with Community Development staff the <br />environmental firms were short listed to 7 firms for interviews. The seven firms <br />interviewed included Barr Engineering Braun Intertec, DPRA, Delta Environmental, <br />EnecoTechs Environmental Management Resources and Thatcher Engineering. <br />3.4 Based upon the response to the technical questions in the interview their ability to meet <br />the scope of services outlined in the RFP and previous experience working with EPA an <br />Brownfield site staff narrowed the list to four firms for further discussion, <br />4.0 Revle Process Development Consultant <br />4.1 The City of Roseville was seeking proposals from highly qualified and experienced <br />economic development consulting firms to facilitate community outreach, job linkages, <br />transit connections and financing options in conjunction with the redevelopment of the <br />Twin Lakes area, This work is a key component of the City's work plan that has been <br />approved by the U EPA, as part of the Brownfield Assessment Demonstration pilot grant. <br />4.2 The Community Development Department, Dennis Welsch, Cathy Bennett and Jeff Miller <br />evaluated each proposal with a scoresheet based upon criteria listed in the development <br />consulting RFP. <br />INCA EPA PILOT Contacts for Services 12/1 3/99 Page 2 of <br />
