EXTRACT of MINUTES of A MEETING OF THE CITY COUNCIL o F THE CITY of Igo SEVILLE, RA I EY COUNTY, STATE OF MINNESOTA Pursuant to daze call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, State of Minnesota, was duly held in the City Mall at 660 Civic Center Drive, Roseville, Minnesota, on December 13,1999. The following members were present: and the following members were absent: Member introduced the following resolution and moved its adoption: RESOLUTION A RESOLUTION APPROVING THE SELECTION OF DPRA ENVIRONMENTAL AS ENVIRONMENTAL CONSULTANT FOR IMPLEMENTATION OF THE US U R PROTECTION AGENCY BROWNFIELD ASSESSMENT WHEREAS, the City of Roseville, entered into a cooperative agreement with the U.S. Environmental Protection Agency for implementation of work plan under the Brownfield Assessment Demonstration Pilot in October 1999; and WHEREAS, the U.S. Environmental Protection Agency Brownfield Assessment Demonstration pilot grants the City of Roseville $200,000 over a 2 -gear period to complete environmental assessment, site characterization cleanup planning, design and community outreach activities prig to construction and further redevelopment of the Twin Lakes Parkway and Twin Lakes Business park} and WHEREAS a request for proposal was advertised in the Roseville Review and Minnesota State Registrar and over 50 packets were mailed to environmental consulting firms; and WHEREAS, 22 proposals were received and evaluated and seven interviews were conducted to determine the most qualified environmental consulting firm to develop an EPA- approved Quality Assurance Project Plan (QAPP), conduct Phase I and phase II Environmental Site Assessments of the right- of-way for the Twin Lakes parkway and develop a response action plan (RAID) for contaminated sites identified in conjunction with the Minnesota VIC (Voluntary investigation and Cleanup) program requirements-, and NOW THEREFORE BE IT RESOLVED, that the City Council, acting on behalf of the City of Roseville, hereby approves selection of DPRA Environmental as Environmental Consulting firm under the Roseville's U.S. Environmental protection Agency Brownfield Demonstration Pilot.
