R�� <br /> WORK INGDRAFT FOR2 0 0 0 <br /> 1999 City Council <br /> Standing Rules of Procedure <br /> Rule 1 Regular Meetings' <br /> Regular meetings of the Council shall be held at the City Hall on the second and <br /> fourth Mondays of each month at 6:30 p.m. Regular work sessions of the Council <br /> shall be held on the third Monday of each month at 6:30 p.m. and at other times as <br /> scheduled by the City Council with appropriate notice given to the newspapers, <br /> posted on the bulletin board, on Channel 16 on Cable TV, and the City's web <br /> site. Such meetings may be rescheduled, from time to time, when holidays or <br /> scheduling conflicts occur. <br /> Rule 2 Special Meetings and Work Sessions' <br /> Special Meetings and Work Sessions, including Executive Sessions with legal <br /> counsel to discuss pending litigation, must be called at the request of at least three (3) <br /> members of the Council, or the Mayor, or the City Manager. Only those items <br /> specifically agreed upon in advance shall be considered. At least three (3) days <br /> advance notice must be given to all members of the Council prior to the holding of <br /> said Special Meetings, Work Sessions, and Executive sessions and such notice shall <br /> also be posted on the City Hall Bulletin Board at least three (3) days in advance of <br /> the Special Meeting. <br /> Rule 3 Emergency Meetings <br /> Emergency meetings may be called at any time, providing all members of the <br /> Council sign waivers of notice prior to the holding of such emergency meeting. <br /> Rule 4 Council Operations <br /> The mayor shall be the presiding officer or in his/her absence, the acting mayor as <br /> selected in rule 17. The City Manager, or his/her designee, shall attend all council <br /> meetings and present all matters before the Council. The City Manager shall be the <br /> recorder unless otherwise designated by the Council. <br /> Rule 5 Quorum <br /> Three (3) members of the Council shall constitute a quorum. <br /> Rule 6 Minutes <br /> As soon as a quorum is present, minutes of the previous meeting shall be approved as <br /> presented or accepted after corrections have been made. Official minutes are <br /> mailable for inspection in City offices <br /> Footnotes: <br /> (1) Regular meetings, wort: sessions and certain special meetings are televised "gavel to gavel". <br />
