REQUEST FOR CITY COUNCIL ACTION <br /> DATE : 05/08/00 <br /> ITEM NO: F-2 <br /> Department Approval: Manager Approved: Agenda Section: <br /> r3— Reports <br /> It m Description: City approval of Amendment to Memorandum of Understanding between <br /> Roseville School District, MediaOne, Suburban Cable Commission and the <br /> City of Roseville (PF3157) <br /> 1.0 Background <br /> 1.1 Purpose. The purpose of this Amendment, requested by MediaOne and the Suburban <br /> Cable Commission, to the Four Party Year 2000 Memorandum of Understanding is to <br /> allow additional paved parking (trucks and employee passenger cars) to be constructed <br /> on the site commonly known as the Lake Owasso School, 934 Woodhill Drive. In the <br /> past few weeks, parking on the site has become scarce, especially during weekdays in <br /> the MediaOne parking areas. Employee vehicles have been found parked in the grass <br /> and on the berms. <br /> 1.2 History. In 1983 the City approved a 15-year special use permit for Roseville School <br /> District to allow quasi-public use of Owasso Lake School. The District leased space to the <br /> local cable provider MediaOne and to the Suburban Cable Commission. Terms of this <br /> special use permit provided for on-site parking of 132 spaces. <br /> In 1986 the special use permit was amended to allow up to 32 employee vehicles to be <br /> parked in the northeast parking lot. Also, the trash dumpster areas (southwest side of the <br /> building) were to be appropriately screened. The condominium buildings (west side) were to <br /> be screened by 12 spruce trees. <br /> In 1996 the District approved aten-year lease between the School, the City and MediaOne, <br /> to provide fora 70-space parking lot (southeast side of the building) with specific times <br /> allotted for MediaOne and City uses. <br /> In 1998 the 1 S-year special use permit expired without further review. <br /> In 2000, the four parties agreed to the current Memorandum of Understanding which <br /> consolidates the terms under which each party will use the site, especially the grounds and <br /> parking areas, and which requires the tenants and owner to comply with the current City <br /> Code requirements when making improvements to the site. <br /> 2.0 MediaOne Proposal (underlined words are reauested amendment) <br /> The MediaOne portion of the Year 2000 Memo of Understanding relating to parking is as <br /> follows: <br /> a.
