REQUEST FOR COUNCIL CONSIDERATION <br /> DATE: 08/28/00 <br /> ITEM NO.- i_w <br /> DepartmentApproval: Ma a er A proved: Agenda Section: <br /> REPORTS <br /> Item Description: Twin Lakes Master Plan Renewal Strategy Process Approval (PF3232) <br /> 1.0 BACKGROUND <br /> 1.1 As discussed at the Council work session in June,the proposed Twin Lakes <br /> Master Plan Renewal process should achieve the following: <br /> 1.1.1 evaluate and update the original 1988 Master Plan; <br /> 1.1.2 incorporate the amendment in 1996 based upon the Twin Lakes Parkway; <br /> 1.1.3 evaluate changes in the Business Park market <br /> 1.1.4 ensure that redevelopment will maximize the City's current and future <br /> investment policies and strategies <br /> 1.1.5 evaluate the environmental impacts based upon the amended master plan <br /> through an Alternate Urban Area-Wide Review(AUAR)which is an <br /> acceptable process by the Environmental Quality Board per Section <br /> 4410.3 600 of the regulations for environmental review of development <br /> areas. The content and form of the AUAR must be similar to an <br /> Environmental Assessment Worksheet with the level of analysis <br /> comparable to an Environmental Impact Study. <br /> 1.1.6 collaborate with the I-3 5 W Coalition build out plans and other`state and <br /> county agencies plans to strengthen linkages among Jobs, Transportation, <br /> and Housing. <br /> 1.2 Another important element of the renewed master plan process will be to more <br /> closely evaluate future land uses and identify the costs, returns and impacts for <br /> the community and the entire 1-35W Corridor. <br /> 1.3 It is critical that new development within Twin Lakes complements (as much as <br /> possible)the uses and public investments in other Roseville redevelopment areas <br /> such as Gateway, Patton Road, CSM-Gateway West, Tower Place, and Centre <br /> Pointe. <br /> 2.0 PROPOSED RENEWAL STRATEGY PROCESS <br /> 2.1 The first part of the Twin Lakes Renewal Strategy has already been completed <br /> with bus tour in July. The tour provided public policy makers with a perspective <br /> of what redevelopment has occurred in Roseville and the basic challenges the <br /> community would face in the continued effort to redevelop Twin Lakes. <br /> 2.2 The second process is to hold strategy meetings with four key stakeholder groups. <br /> The suggested groups would consist of property owners, area neighborhoods,key <br /> PF3226—RCD(082800)Page 1 of 3 <br />
