Request For Proposal Twin Lakes Master Plan Renewal <br /> August 15, 2000 <br /> 1. Scope of Work <br /> The City of Roseville is seeking a proposal from a qualified team of urban design, <br /> transportation, and environmental planners to assist in the completion of the <br /> following: <br /> 1.1 an update to the Twin Lakes Master Plan (policy plan) to be named "The <br /> Twin Lakes Renewal Strategy--Years 2001 to 2011" <br /> 1.2 a graphic interpretation of recently completed financial scenarios <br /> 1.3 a Minnesota Environmental Quality Board Alternative Urban Area-wide <br /> Plan Review (AUAR) associated with the plan. <br /> 2. History of Planning Process <br /> Twin Lakes Business Park lies within the City of Roseville, Minnesota, and is bounded <br /> approximately by Cleveland Avenue, County Road C, Snelling Avenue, Langton Lake <br /> and oakcrest Drive (refer to map attached). It is composed of 275 acres, of which 165 <br /> remain to be redeveloped. The business park was formerly part of a multi-company large <br /> truck terminal site. In the 1970's over 20 trucking companies had their terminals in <br /> Roseville. In the late 1980's and early 1990's the truck terminals and trucking companies <br /> gradually left the site because of deregulation and consolidation or to find larger terminal <br /> locations. Today the area is considered a tremendous opportunity for redevelopment; the <br /> area is also an environmental brownfield area. <br /> The original plan (attached) for the Twin Lakes area was written in 1988. It proposed <br /> new office and retail uses as well as technical industrial uses. This plan also projected the <br /> need for a new east-west road that would connect Snelling Avenue with Cleveland <br /> Avenue, allowing businesses within the Twin Lakes area to gain access to either north- <br /> south roadway as well as County Road "C", the primary east-west route adjacent to the <br /> park. <br /> In 1996-1997 the City completed a realignment of the Twin Lakes Parkway and an <br /> amendment to the Master Plan and City Comprehensive Plan, moving the proposed right- <br /> of-way south 800 feet to align with the Interstate 35W ramp. The roadway cross section <br /> was refined to be a 80 to 90 foot wide, three lane road with a fixed median _deft turning <br /> lane, trail, landscaping, andlighting:A Minnesota Environmental Assessment Worksheet <br /> (attached)was completed on this. project. According to the-BRW traffic modeling study, <br /> the ramp itself will need additional safety and capacity work. It will be widened to allow <br /> more lanes entering and leaving the site. The cloverleaf ramp in the southeast quadrant <br /> would be -removed to provide more space for ramps and exit lanes. A lane parallel to <br /> Cleveland, from the ramp exit to County Road C. would be constructed, allowing exiting <br /> traffic heading south and west adjacent to southbound Cleveland Avenue. <br /> 3.0 General Background - City of Roseville <br /> Twin Lakes Renewal Strategy August, 2000 1 of 9 <br />
