kO6&AAH+_J <br /> Request for Council Action <br /> Date: August 28,2000 <br /> Item Number: F-4 <br /> Department Approval Manager Approval Agenda Section <br /> Reports & Recommendations <br /> Item Description: <br /> Resolution Amending the Municipal Legislative Commission <br /> Joint and Cooperative Agreement <br /> Background <br /> Minnesota Statute 471.59 permits two or more sub-units, by agreement of their governing bodies, to jointly and <br /> cooperatively exercise any power common to each of them. In 1984, the Municipal Legislative Commission <br /> (MLC) was formed to jointly and cooperatively develop legislative programs on matters of mutual concern and <br /> interest, and identify, review and to actively oppose proposals which may be in conflict with the interests of the <br /> member municipalities. The organization is funded by member municipalities' contributions, with <br /> contributions being used for the retention of professional assistance, information preparation and dissemination, <br /> research, and other activities that may, from time to time, be authorized by the membership. The City of <br /> Roseville, along with Apple Valley, Bloomington, Burnsville, Eagan, Eden Prairie, Edina, Lakeville, <br /> Maplewood, Mirmetonka, Plymouth, Shoreview and Woodbury are members of the MLC. <br /> The MLC Board has recommended amendments to the Joint and Cooperative Agreement (JCA) as outlined in <br /> the attached Joint and Cooperative Agreement Amendments for Discussion by Board of Directors July 2 7, 2000, <br /> in which the purpose and effect of each amendment is explained. Pursuant to Article 13.1 of the JCA, the <br /> agreement may be amended only by the written approval of the City Council of each member city. <br /> Policy Objective <br /> The City has always pursued efforts to collaborate with other local units of government in a effort gain support <br /> for legislative initiatives in the best interest of our community. The MLC has been effective in representing the <br /> interest of the City of Roseville and satisfies the policy objectives of our community. <br /> Financial <br /> The annual cost of membership in the MLC is approximately $13,000. <br /> Staff Recommendation <br /> Staff recommends approval of the proposed amendments to the MLC JCA and the appropriate funding for the <br /> MLC in FY2001 budget. <br /> Council Action Requested <br /> Motion adopting a resolution amending the Joint and Cooperative Agreement with the Municipal Legislative <br /> Commission and appropriating funds in the FY2001 budget for MLC membership. <br />
