JOINT AND COOPERATIVE AGREEMENT AMENDMENTS <br /> For discussion by Board of Directors, July 27, 2000 <br /> Article 2: NAME <br /> This amendment is technical, and serves only to make the Joint & <br /> Cooperative Agreement (JCA) consistent with the Bylaws. <br /> Article 3: DEFINITION OF TERMS <br /> All amendments are technical, and serve only to make the Joint & <br /> Cooperative Agreement (JCA) consistent with the Bylaws. <br /> Article 4: ADDITIONAL PARTIES <br /> All amendments are technical, and serve only to make the JCA consistent <br /> with the Bylaws. <br /> Article 5: EFFECTIVE DATE <br /> The amendment is technical and serves only to make the JCA consistent <br /> with the Bylaws. <br /> Article 6: POWERS AND DUTIES OF THE COMMISSION <br /> All amendments are technical and serve only to make the JCA consistent <br /> with the Bylaws. <br /> Article 7: BOARD OF DIRECTORS <br /> 7.1) This amendment contains technical changes. It also clarifies that each <br /> city is entitled to one vote. It gives the elected Director the first opportunity <br /> to vote and the non-elected Director the subsequent opportunity. <br /> 7.2) Clarifies that proxy voters must be designated by a Director and must be <br /> present at a meeting to vote. <br /> 7.4) Changes a quorum from 14 Directors to 7 member cities. <br /> 7.5) The amendment is technical and serves only to make the JCA consistent <br /> with the Bylaws. <br />
