The purpose of <br /> these masterplans is to improve the aesthetics of these important highway corridors as well as <br /> provide noise and visual barriers to adjoining properties. It is expected that draft masterplans will <br /> be completed. in 1999+ <br /> Over the past two years, a group of Roseville residents has been working With MN/DOT through <br /> the Community roadside Landscape Partnership Program to improve landscaping along south <br /> T.H. 3 6 just west of Lexington Avenue. This neighborhood group has prepared a landscape plan <br /> and has received a grant from MN/DOT to cover the cost of plant materials. In addition, the <br /> group has organized 27 volunteers to install the proposed landscaping on May ::., 1999. A copy of <br /> the proposed landscape plan and planting event is attached, <br /> As part ofMNIDOTs landscape partnership program, the City is required to enter into an <br /> agreement with MN/DoT on behalf of the neighborhood group. Under the agreement} City <br /> responsibilities include: 1) purchase of landscape materials (cost to be reimbursed by MN/DOT); <br /> 2) prepare planting bed (deliver compost and rototill area); 3) provide wood chip mulch; and <br /> 4) ensure that plant material is watered and maintained (primary responsibility with adjoining <br /> property owners). <br /> This small planting project is the first cooperative effort between MN/DOT and the City. one the <br /> T.H. right-of-way masterplans have been completed, it is likely that the City will organize similar <br /> projects over the next few years to implement the masterplans that are completed in 1999. This <br /> project is a good "Test Case" for MN/DoT's landscape partnership program and will help the City <br /> prepare for future projects. <br /> Financial Implications: The City's costs for this project are limited to a small amount of staff <br /> time to prepare the planting beds and the donation of mulch and wood chips. The initial cost of <br /> the plant material will be reimbursed by MN/DOT, <br /> RECOMMENDED o T n.ACTION <br /> Motion authorizing the Mayor and Manager to sign a Landscape Partnership Agreement with <br /> MT/DOT for the installation of plant material at the southwest corner of Lexington Avenue and <br /> T.I . 36. <br /> Prepared by: Karl P, Feel <br />
