2.2 Prince of Peace Lutheran Church and Senior Housing Partners, LL C, are proposing to <br /> construct a 56-unit three-story senior housing building with underground parking in the <br /> northwest portion of the site. In conjunction with this project, a shamed parking area <br /> would be constructed in the southeast portion of the site facing the church's main <br /> entrance. Because of the joint use of the site for both church and senior housing uses, <br /> rezoning of the site is to a mixed use Planned Unit Development. Since the highest use is <br /> the senior housing building,the underlying zoning will reed to be high density residential <br /> (churches are allowed as a permitted use in most residential zoning districts). The <br /> Comprehensive Flan will also need to be amended to change the future land use <br /> designation of the church site from Church to High Density Presidential and the Huberty <br /> site from Low Density Residential to High Density Residential* <br /> 2.3 The senior housing facility as proposed includes 56 units on three floors,with a heated <br /> underground parking garage with one space for each unit and an elevator serving each <br /> floor.Combined with surface parking,71 parking spaces are proposed.The exterior of the <br /> building as proposed is pre-finished lap siding with face brick wainscoting and asphalt <br /> shingles. The building will include a dining/lounge area, a guest room, and a terrace on <br /> the maim level. There will be 12 one-bedroom unit,ranging in size from 748 square feet to <br /> 994 square feet, and 44 and two-bedroom units, ranging in size from 908 square feet to <br /> 1 342 square feet. All units will have a deck or patio, as well as a washer and darer. The <br /> selling price per share in the cooperative will range from $25,000 to $50,000, with the <br /> monthly housing expense ranging from$600 to$1100. <br /> 2.4 The Planning Commission held a sketch plan review of this request on July 8, 1998. At this <br /> meeting,the overall project was presented and two alternative site plans were reviewed. <br /> In one site plan,the senior housing building was located in the southeast portion of the <br /> site. In the second site plan, the senior housing building was located in the northwest <br /> portion of the site. The senior building at this time was proposed as a 60-unit four-story <br /> building with a 56 space underground parking garage. The height and bulb of the building <br /> were discussed,as well as the impact of the building on the park and adjacent properties. <br /> The Planning Commission asked for more architectural detail on the structure, a visual <br /> analysis that clarifies the visual impacts of the property on the parr and adjacent <br /> properties. The Planning Commission also expressed a preference for the site plan <br /> that placed the building in the northwest portion of the site and asked the applicant <br /> to meet with the Park and recreation Commission to review the impacts of the <br /> project on Ventral Park,both pro and core. <br /> 2.5 The Park and recreation Commission reviewed the request on August 4, 1998. The <br /> Commission expressed a preference for the site plan that places the senior housing <br /> building in the northwest portion of the site(current proposal. The ornrr�issio also <br /> expressed concerns with the impact of the structure on the park, the need to retain as <br /> much existing vegetation as possible,a preference for a shared parking area with the parr, <br /> and a preference to construct only as many parking church spaces as actually needed at <br /> this time. <br /> 2.6 The Planning Commission held a second sketch plan review of this request on August 12, <br /> 1998. The plan presented at this meeting showed the senior dousing building placed in <br /> 7 <br />
