2.o Background 2.1 On March 10, the Roseville Planning Commission held the required public hearing regarding the above request. At this meeting a number of adjacent residents addressed the Commission regarding concerns with the location of the proposed structure and its proximity to the nosh and east property lines. Further, concerns were raised regarding screening and landscaping of the building that would be provided along the north and east property boundary. The residents also suggested that the entry tower be lowered. 2.2 The Manning Commission also raised a number of these concerns and requested further D nformation by the petitioner regarding side (north) and rear yard (east) setbacks, landscaping, and architectural modifications, prior to receiving a vote on the concept PUD request. 2.3 On March 22, 1 999 the City Council, by resolution, approve a 60 day extension of the 60-day review period, from April 24, 1999 to June 23, 1999, in response to the adjacent resident concern and planning Commission's request of the applicant for further information regarding the development proposal. 2.4 Since the March 10 Planning Commission meeting the applicant met with City Staff an held a neighborhood meeting to discuss the concerns and present alternative modifications to the site plan. The applicant has provided a modified site plan an elevations taking into consideration the following issues: (refer to April 7, 1999 letter from Cryogenic Laboratories) The gross square footage has been reduced by 15 percent from 9,108 sf to 7,766 sf. East setback has been revised from 3 to 5 feet from the property line., The south side of the building has been pulled.back 1i 7. feet from the uburban True Value Hardware building creating a landscaped separation between the buildings per the resident's request. Landscaping will be place entirely on the applicant's property line and the cast wall will be constructed of stucco in the Form of a relief arcade with trellis and-vines. The turret/tower has been reduced in height from 36 feet to 29 feet with illumination directed away from the east. - The liquid nitrogen tank will be fully enclosed and relocated behind a stucco wall and the mash will be fully enclosed on the north side of the building. 2.5 The hearing and action schedule for this project is as fellows: 10/14/98 Planning Commission review of sketch plan 10/19/98 Council sketch plan review of project 03/10/99 Planning Cornmission—continuation of hearing & action on concept plan 03/ /9 City Council meeting extending 60 day review until June FF3 077-RCA X04- 6-99 -Page 2 of 6
