2.o Background <br /> 2.1 On March 10, the Roseville Planning Commission held the required public hearing <br /> regarding the above request. At this meeting a number of adjacent residents addressed <br /> the Commission regarding concerns with the location of the proposed structure and its <br /> proximity to the nosh and east property lines. Further, concerns were raised regarding <br /> screening and landscaping of the building that would be provided along the north and east <br /> property boundary. The residents also suggested that the entry tower be lowered. <br /> 2.2 The Manning Commission also raised a number of these concerns and requested further <br /> D <br /> nformation by the petitioner regarding side (north) and rear yard (east) setbacks, <br /> landscaping, and architectural modifications, prior to receiving a vote on the concept <br /> PUD request. <br /> 2.3 On March 22, 1 999 the City Council, by resolution, approve a 60 day extension of the <br /> 60-day review period, from April 24, 1999 to June 23, 1999, in response to the adjacent <br /> resident concern and planning Commission's request of the applicant for further <br /> information regarding the development proposal. <br /> 2.4 Since the March 10 Planning Commission meeting the applicant met with City Staff an <br /> held a neighborhood meeting to discuss the concerns and present alternative <br /> modifications to the site plan. The applicant has provided a modified site plan an <br /> elevations taking into consideration the following issues: (refer to April 7, 1999 letter <br /> from Cryogenic Laboratories) <br /> The gross square footage has been reduced by 15 percent from 9,108 sf to 7,766 sf. <br /> East setback has been revised from 3 to 5 feet from the property line., <br /> The south side of the building has been pulled.back 1i 7. feet from the uburban True <br /> Value Hardware building creating a landscaped separation between the buildings per <br /> the resident's request. <br /> Landscaping will be place entirely on the applicant's property line and the cast wall <br /> will be constructed of stucco in the Form of a relief arcade with trellis and-vines. <br /> The turret/tower has been reduced in height from 36 feet to 29 feet with illumination <br /> directed away from the east. <br /> - The liquid nitrogen tank will be fully enclosed and relocated behind a stucco wall and <br /> the mash will be fully enclosed on the north side of the building. <br /> 2.5 The hearing and action schedule for this project is as fellows: <br /> 10/14/98 Planning Commission review of sketch plan <br /> 10/19/98 Council sketch plan review of project <br /> 03/10/99 Planning Cornmission—continuation of hearing & action on concept plan <br /> 03/ /9 City Council meeting extending 60 day review until June <br /> FF3 077-RCA X04- 6-99 -Page 2 of 6 <br />
