3.12 A parking with asphalt pavement, concrete curbing, and drainage plan for the entire site <br /> must be submitted by the applicant for review by the City Engineer. Such activities shall <br /> occur only on the south and west sides of the new additions, a portion of which shall be <br /> shared by Suburban Hardware. The single parking stall proposed furthest toward <br /> Lexington Avenue has been be removed in the revised site plan dated 3/29/99. <br /> 3.13 Outdoor storage shall be prohibited. The trash container as proposed is folly enclosed on <br /> the north side of the building. <br /> 3.14 The north side of the proposed addition shall be setback five feet from the property line. <br /> decorative fence and landscaping shall be placed along the existing driveway to screen <br /> the adjacent residential property from the loading dock and driveway. <br /> 3.15 The east side of the proposed addition shall be setback 5 feet from the property line. <br /> Landscaping shall be placed along the property to accent the rear faade of the structure. <br /> The proposal includes trellis architecture with vines on the east side of the building as <br /> additional screening. <br /> 3.16 A complete landscape plan shall be submitted with all materials, sues, and locations <br /> shown. The landscape plan must be accompanied by a performance bond or letter-of- <br /> credit for 150% of the value of the landscaping improvements. 1 <br /> 3.17 A shared perpetual parking easement shall be completed and recorded which allows the <br /> Cryogenic users and Suburban Hardware equal access to off-street parking. <br /> 3.18 Dedication of a 16.6 foot roadway easement to Ramsey County shall be made. In so <br /> doing, the front yard setback shall for the west addition be established at the new County <br /> right-of-way line or 25 feet from the existing Cryogenic structure. <br /> 3.19 The construction value of the project exceeds $630,000 and a minimum of 10 new jobs <br /> will be created upon completion. In addition, there has been discussion with the Suburban <br /> Hardware to match the exterior front fagade of the buildings so that a more coordinated <br /> and aesthetically pleasing design can be achieved. <br /> 4,0 STAFF RECOMMENDATION <br /> Based on the findings outlined in Section 3 of this report, staff recommends approval of <br /> the concept development plan for an 8,417 s.f. addition to the 4,000 s.f. office and retail <br /> building planned unit development at the northeast cornier of the intersection of <br /> Lexington Avenue and loselawn. <br /> PF3077-RCA(04-26-99)-Page 5 of 6 <br />
