"City Center"'. instead of relying solely on public dollars, will combine <br /> cost efficient government investment with commercial partnerships and a growing <br /> citizen volunteer effort that has been an ongoing Roseville signature characteristic. <br /> Leveraging <br /> Four years ago, the City Council established development policies which they <br /> recently reaffirmed which recognizes that a total reliance on public dollar <br /> investment cannot support the future extensive redevelopment necessary for a city <br /> such as Roseville. The adopted policy requires the leveraging of private and non- <br /> city tax dollars for citizen tax dollars spent. The acquisition and preservation of the <br /> significant natural resources of the St. Paul waterworks property through the use <br /> of communication tower revenues is an example of creative leveraging. "City <br /> Center" will require similarly creative leveraging. <br /> Creativity, Compatibility and Flexibility of Usage <br /> Traffic patterns, linkages, commercial endeavors, green space, spatial <br /> relationships, architecture, parking, pedestrian circulation, etc., all will require the <br /> best creative thinking of neighbors, citizens, users, planners and professional <br /> consultants to insure the highest quality, most livable and cost effective spaces <br /> possible. The commitment to explore creative alternatives is not intended to commit <br /> the City Council to a particular outcome. Rather, it is the City Council direction <br /> to explore and evaluate the merits and opportunity costs of all reasonable <br /> alternatives to the "City Center" site. <br /> Establishing Critical Mass <br /> Addressing community needs, to the broadest range feasible is the basic tenet an <br /> the programmatic theme of `City Center". Interests of all ages, types and economic <br /> strata will be incorporated into a broad based systems of places and activities. This <br /> critical mass will at the same time allow for speciality programs to operate using <br /> a more focused financial support base than relying on general public support. <br /> Speciality retail shops, small offices and world class sports intermingled with <br /> public gathering spaces, social hall, exercise parlors and residences all on a close <br /> proximity and accessible area. <br /> Efficient, Productive and Environmentally Sensitive Land Use <br /> Decent Metropolitan Council reports have stressed that the efficient and productive <br /> use of urban land is as important as the under utilization of large tracts with very <br /> low density. The critical element is the development of uses that have an <br /> underlying, inter-related support base that is sensitive to the bounds of nature. <br /> Realizing that many uses can coexist in limited space and in fact thrive is the <br /> nucleus of the vision. The developmental stages must be consistent with the City's <br /> comprehensive plan and not impact a delicate ecological system. Neighborhoods <br /> must not only be protected from traffic, sound, light and views but must also be <br /> enriched by their proximity to this community hub. Current uses such as city hall, <br /> public works and the central fire station must be critically evaluated and improve <br /> based on longer range, comprehensive planning. <br /> 7 <br />
