I Member Cunningham asked for details regarding the 40 feet of green space along <br /> 2 the east and south side. Thomas Paschke noted that the buffer area may be <br /> 3 improved in this area based on the final site plan for the stare. <br /> 4. <br /> 5 Member Cunningham asked for details on storm water run-off and ponding size <br /> 6 and what could be included in the recommendation to the City Council. Does the <br /> 7 entire parking lot need to be re-graded to the low areas. <br /> 8 <br /> 9 Member Olson asked for clarification of business curfew hours. (See Section 403 <br /> to 405 of the City Code.) <br /> 12 Motion: Member Wilke moved, seconded by Member Klausing, to recommend <br /> 13 approval of the request for vacation of certain utility and drainage easements <br /> 14 located on the southeast side of the former Homeplace facility and acceptance of a <br /> 15 replacement utility easement, based on the findings ire Section 3.1 of the bequest <br /> 16 for Planning Commission Action dated March 10, 1999. <br /> 17 <br /> 18 Acting hw' Rhody asked that the Commission send a recommendation to curtail <br /> 19 hours of truck delivery; and that the Har Mar Mall not be allowed to emit to <br /> 20 existing east, west, south side residential streets. <br /> 21 <br /> 22 Member Klausing explained reasons for supporting the issue. <br /> 3 <br /> 24 Member Cunningham explained his concerns regarding the vacation of the <br /> 25 easement as a `lynch piny}to allow the Cub development to proceed. He stated he <br /> 6 will no support the project because of loose ends in the project proposals; <br /> 7 screening and lighting are important. <br /> 8 <br /> 29 Ayes: Mulder, Olson, Wilke, Klausing, Rhody <br /> 30 Nays: Cunningham <br /> 31 Motion Carried 5-1 <br /> 32 <br /> 33 Member Mulder agreed to Acting Chair Rhody annotation regarding opposition to <br /> 34 the proposal's traffic on residential streets. Member Mulder was opposed to the <br /> 35 hours of operation(Curfew) annotation. Member Klausing also could not support <br /> 36 a curfew. The projects is too hypothetical at this time. <br /> 37 <br /> 38 Member Wilke and Member Mulder agreed that the Planning Commission send a <br /> 39 recommendation of concern regarding traffic in residential areas as being <br /> 40 consistent with the comprehensive plan. <br /> Member Olson noted that the drainage further north on the site should be <br /> 42 unproved as part of the proposal.
