(PF3106) <br /> 1.0 Requested Action <br /> 1.1 rosewood Estates proposes to install an emergency generator to supply power to the assisted <br /> senior housing project, due to the heavy reliance on electricity to run refrigeration, resident <br /> oxygen systems,HVAC systems, communication systems,personal help notification systems <br /> and elevators. Staff has defined this equipment and systems as an essential emergency <br /> service. <br /> 1.2 Rosewood Estates requests approval to allow installation of a fully enclosed emergency <br /> generator with a self-contained fuel storage cell in their front yard at 2750 Victoria Street. <br /> Section 902.06C requires permit approval by the City Council to install an above ground fuel <br /> storage tank. <br /> 1.3 The City Code does not specifically address such fully enclosed emergency energy <br /> generators with a self-contained fuel storage cell. <br /> 2.0 Background <br /> 2.1 The site is located in Comprehensive plan District No. 4.,which encompasses an area from <br /> Lexington Avenue on the west and ends on the shoreline of Lake Owasso on the east, and <br /> from County Road"D on the north to County Road "U on the south. To the north, south <br /> and west of the site are single fancily homes. west of the site also lies the Lake Ridge Health <br /> Care facility, while to the east is Lake Owasso. The site is located in the Grass Lake <br /> Watershed Management Area. <br /> The site is zoned R-3A (Multi-Family residence District); the Comprehensive Flan <br /> designates this site as MDR,, Medium Density residential. <br /> 2.3 Electrical services to the assisted living project are essential to maintain the health and safety <br /> of the residents. In the past year, during summer peak loads, rosewood Estates electrical <br /> services have been interrupted reducing the effectiveness or capacity of handling air <br /> conditioning,refrigeration, resident systems, and access via elevators. <br /> PF3106—RCA(03/22/99)-Page 1 of 3 <br />
