There is a need in the community for over 125 moderately priced units for <br /> seniors on fixed incomes. <br /> A 1998 survey of Roseville residents(Decision Resources, Ltd.) found that residents are <br /> very satisfied with the quality of life in the community;that the median length of <br /> residency was over 13 years and the median adult age was 50.2 years,with 41 pecent of <br /> the adults being over the age of 54. Median household income in the community was <br /> reported as $46,850. Hones are owned by 76%of the residents,with the median value <br /> reported at$127,500. <br /> 12 Site <br /> The City of Roseville owns an 8 acre site at southeast earner of Lexington Avenue and <br /> County Road"B", The site was formerly occupied by the Lexington Elementary School. <br /> The school facility was removed in the early 1990's. The site currently has no buildings. <br /> The City of Roseville acquired the property and is using the site as open space and a <br /> neighborhood park..It is the city's goal to maintain approximately b acres of park and <br /> open space on the site which would leave approximately 2 acres available for a <br /> partnership of private and public development., <br /> Access to the site is currently provided by driveways into the site on Lexington Avenue <br /> and on County Rad"B". The topography of the site is flat. There are some mature trees <br /> located on the edges of the site. Ther are no wetlands currently on the site.New <br /> development will have to retain surface water on the site and release it at the same mte as <br /> pr+edevelopment conditions. Lexington Avenue is a 3 lane county road runaing along the <br /> east side of the site. The tic count on Lexington Avenue is over 16,000 grips per day. <br /> Along the north side of the site is the 3 lane Ramsey County Road C1311,which has <br /> approximately 14,000 trips per day. <br /> 33 Comprehensive Plan Designation <br /> The city's comprehensive plan designates the site for business,high density residential, <br /> and neighborhood park. It is possible that a new development plan may include a <br /> planned unit development ). Such a PUD could include a mix of public uses,serni- <br /> public uses,educational uses,limited retail that complements the park and/or some <br /> housing types including multi story aparrnents and townhouses. Housing units could be <br /> owned or rental,market rate or subsidized, and senior or family housing or any <br /> combination thereof. <br />
