K=1,Director of Public works 91� <br /> RE: TEA 21 —Potential Applications <br /> Shortly,the City will receive a packet from the Metropolitan Council soliciting projects for Federal <br /> transportation funding through TEA-21 (Transportation Equity Act for the 2 1"Century). The upcoming <br /> solicitation is for years 2003 and 2004. It is anticipated that approximately$53 million will be available <br /> annually for each program year. Projects roust be submitted by mid-July and are expectcd to be selected by <br /> the end of this year <br /> In anticipation of the solicitation,staff has compiled the following list of potential projects. Unless otherwise <br /> noted.,the maximum.federal grant available is$5.5 million and each require a rl inimurn ono local match. <br /> The grants are for construction only. All engineering,right-of-way and project costs are not grant eligible. <br /> Rosedale Transit/Park and Ride. This project would include a new parking deck and transit hub <br /> ediately adjacent to the Rosedale Mall. This project would integrate this important transit hub <br /> with the regional mall and would include a rnix of public and private components. Metro Transit is <br /> supportive of this project because it would guarantee the long term viability of the Rosedale Transit <br /> Hub. Rosedale is supportive because it'increases the number of available parking spaces and <br /> improves access to the mall. <br /> 2. Rosedale—Im roved Access to TH 36/SneIling Avenue. This project seeks to provide direct access <br /> to the regional mall from adjoining highways consistent with the original concept plan developed in <br /> the early 190's. Such direct access could significantly relieve traffic congestion on the testing <br /> entrance points to the mall and on adjacent bounty roads,and could significantly reduce travel times <br /> for public transportation. <br /> Existing t policies regarding access and existing deficiencies of TH 36 and Snelling Avenue <br /> may continue to complicate this project. To help clarify these issues,staff recommends contracting <br /> with BRW to prepare preliminary plans and to informally review this project with Mn/Dot staff. <br /> 3. Tomiinal road Realignment. This project proposes to realign Terminal Road to provide direct <br /> access to and from TH 280. Such a realignment would provide an alternate access to the Rosedale <br /> area from TH 280,thus relieving congestion on TH 36,Snelling Avenue and Fairview Avenue. <br /> To qualify for federal funds,Terminal road must be reclassified by the Metropolitan Council to an <br /> "A-Minor Arterial". Preliminary discussions regarding this change have been positive. <br /> 4. Extension of Universit <br /> y Transitwa y to Rosedale. This project would extend the recently completed <br /> transitway connecting the Minneapolis and St. Paul campuses of the University of Minnesota with <br /> Rosedale's regional transit hub. This project would cross the Mm' nesota State Fair and Mend north <br /> on either Fairview Avenue or Snelling Avenue. Its initial construction would allow enhanced bus <br /> use. Eventually,it could be converted to other transit modes such as light rail. <br />
