The scope of this project is still quite vague. If the council is interested in pursuing this project,staff <br /> recommends hiring BRw to complete an initial scoping study prior to submitting a TEA-21 <br /> application. <br /> 5. Truro Highway Landscaping_ within the last year,the council directed staff'to work with t to <br /> are landsca a master plans for the major state highway corridors in the community. Initially,we <br /> p p <br /> anticipated working with community volunteers and Mn/Dot's Landscape Partnership Program to <br /> install improvements over a multi-gear program. <br /> With a TEA-21 grant,it is possible to install much of the landscape improvements in one project <br /> utrling contract labor rather than volunteers. Community volunteers and is Landscape <br /> Partnership Program could then complement the project further. This project would be submitted <br /> under the Transportation Enhancements category which limits federal participation to$700,000. <br /> 6. bounty Road B-2 Trail. Based on the City's adopted trail plan,the next most important facility to <br /> construct is an off street trail along County Road B-2. This trail would be new from Lexington <br /> Avenue to lice Street and an upgrade to the existing trail from Lexington Avenue to Cleveland <br /> Avenue. <br /> 7.. Upgrade of lakgLon Avenue Trail. This project would upgrade the existing trail from County <br /> Road C to Larpenteur Avenue to current standards. The existing trial is in poor condition and is not <br /> wide.enough to accommodate multiple uses. Because this is not a new facility,it may not score very <br /> high when compared to other submittals. <br /> $. Pedestrian BrYd a over TH 36 near Rosedale. After the County load B-2 trail,the City's pathway <br /> plan calls for the construction of a pedestrian bridge across TH36 in the vicinity of Rosedale. <br /> Currently,pedestrians often cross TH 36 on Snelling Avenue or at grade on TH 36. <br /> 9, Dale Street Traffic Calming. Currently,Dale Street between County Road B and Larpentcur Avenue <br /> is a four-lane roadway. The hilly topography and reiatively few access points encourage speeds <br /> much higher than typically acceptable in residential areas. The high spy coupled with limited <br /> sight distances and the lack of left turn lanes have resulted in numerous accidents near Shrycr, <br /> Moundsview and Ryan Avenues. This project would restripe this segment of Dale Street to a Mane <br /> configuration and install a landscaped median for the majority of the roadway. Dedicated left turn <br /> lanes would be provided at all City stets. This project would encourage slower speeds and move <br /> left turning vehicles out of travel lanes. This project would likely be submitted under the <br /> Transportation Enhancement category and would be limited to$7002000 federal participation. <br /> Please schedule time at the March 15, 1999 City Council worksession to discuss these potential projects in <br /> more detail. <br />
