REQUEST FOR COUNCIL ACTION <br /> DATE: 2/22/99 <br /> ITEM NO.G�2 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> ca— <br /> Item Description: Adoption of Master Plan for the Waterworks/cemetery Property <br /> BACKGROUND <br /> In 1992, the City entered into a 50 year lease with the Roselawn cemetery Association for <br /> the use of approximately 40 acres of land for park use. In 1 997, the City acquired another <br /> 70 acres of land adjoining the cemetery property also for park purposes. The acquired land <br /> contains significant natural habitat that must be managed properly to preserve the natural <br /> resources and protect surrounding neighborhoods. Ramsey County has provided <br /> $250,000 to assist in the acquisition of this land, The Parks and Recreation commission <br /> and the Parrs and Recreation Infrastructure committee have recommended these areas <br /> be included in one parr area for trail and open space uses and also included in a corridor <br /> with adjoining Ramsey county parr and open space land. This would create a large parcel <br /> of recreational space for Roseville and the entire north metro area. <br /> In ,order Jo develop this area without adversely affecting the resources and nearby <br /> properties, the city hired Brauer and Associates to assist in the development of a master <br /> plan for this area. The master plan will serve to guide the installation of trails, designation <br /> of protected areas, plan for the restoration of ecological systems and provide an overall <br /> management plan for this park area. In addition to the consultant, a 10 member sub- <br /> committee of citizens, Parrs and Recreation commission, staff and Ramsey county staff <br /> has guided the process. <br /> Major goals of the recommended Master Plan include: <br /> • Preserve as much as possible the natural resources that are in the parr. <br /> • Restore those areas that have been degraded as a result of invasive plants, <br /> erosion and vandalism. <br /> • Provide public access that have limited impact on the environment while <br /> educating and instilling an appreciation for the natural resources located in <br /> the parr. <br /> • Install only those amenities that will accomplish the above goals. <br /> Staff and consultants held 5 public meetings during the development of the buster Plan. <br /> The following issues were discussed during this process: <br /> Methods of restoring damaged environment. Numerous community ity members <br /> volunteered to assist in this process. <br /> Restoration of soft trails for nature walks. <br />
