Installation of major community hard surfaced trail that will provide <br /> community access with as little disruption as possible. <br /> Providing only parking that is needed to facilitate community access. <br /> Consideration of an off leash pet area* <br /> Consideration of off the main trail use of bicycles. <br /> Location of both community and neighborhood access points. <br /> Discussion of the naming of the park. <br /> The plan as presented by Brauer and Associates has been recommended by the Roseville <br /> Parks and Recreation Commission, the Ramsey Counter Parks and Recreation Commission <br /> and the Ramsey Counter Board. The Ramsey County Board has requested that they be <br /> included in the discussion for an off leash pet area. <br /> As a result of considerable discussion concerning the process for environmental <br /> restoration, 2.) the use of parts of this area for off leash pets, 3.) the use of bicycles off of <br /> the main trail 4.) location of future parking areas and 5.) the naming of the park, staff and <br /> the Parks and Recreation Commission are recommending that the Citizens Bub-Committee <br /> that has been in place for this project be requested to study each of the above issi les and <br /> make their recommendations to the Parks and Recreation Commission and subsequently <br /> the City Council for final approval. This would allover the City to proceed with the other <br /> elements of the plan while these five issues are given further study. <br /> POLICY OBJECTIVE <br /> The proposed Faster Elan is consistent with the Parks and Recreation Systems Elan and <br /> the goals established by the City Council, Parks and Recreation Infrastructure Committee <br /> and the Parks and Recreation Commission in obtaining this property. The community <br /> discussion process is also consistent with the process outlined in the parks and Recreation <br /> Systems Plan. <br /> FINANCIAL IMPLICATION <br /> The City has an I TEA grant for the development of the community trail through the park. <br /> Other improvements will be estimated and included in future City budgets. <br /> STAFF RECOMMENDATION <br /> Based on the recommendations of the Roseville Parks and Recreation Commission, the <br /> Ramsey County Parks and Recreation Commission, the Ramsey County Board of <br /> Commissioners, the Community Advisory Sub-Committee and the Parks and Recreation <br /> Infrastructure Committee, staff recommends that the Master Plan as recommended by <br /> Brauer and Associates be adopted and that the Citizens sub-Committee study the 1.) <br /> process ss for environmental restoration, .) the use of parts of this area for off leash pets, <br /> 3.) the use of bicycles off of the ,Hair, trail 4.) location of future parking areas and 5.) the <br /> warning of the park and rake their recommendations to the Parrs and Recreation <br /> Commission and subsequently the City Council for final approval. <br />
