Installation of major community hard surfaced trail that will provide community access with as little disruption as possible. Providing only parking that is needed to facilitate community access. Consideration of an off leash pet area* Consideration of off the main trail use of bicycles. Location of both community and neighborhood access points. Discussion of the naming of the park. The plan as presented by Brauer and Associates has been recommended by the Roseville Parks and Recreation Commission, the Ramsey Counter Parks and Recreation Commission and the Ramsey Counter Board. The Ramsey County Board has requested that they be included in the discussion for an off leash pet area. As a result of considerable discussion concerning the process for environmental restoration, 2.) the use of parts of this area for off leash pets, 3.) the use of bicycles off of the main trail 4.) location of future parking areas and 5.) the naming of the park, staff and the Parks and Recreation Commission are recommending that the Citizens Bub-Committee that has been in place for this project be requested to study each of the above issi les and make their recommendations to the Parks and Recreation Commission and subsequently the City Council for final approval. This would allover the City to proceed with the other elements of the plan while these five issues are given further study. POLICY OBJECTIVE The proposed Faster Elan is consistent with the Parks and Recreation Systems Elan and the goals established by the City Council, Parks and Recreation Infrastructure Committee and the Parks and Recreation Commission in obtaining this property. The community discussion process is also consistent with the process outlined in the parks and Recreation Systems Plan. FINANCIAL IMPLICATION The City has an I TEA grant for the development of the community trail through the park. Other improvements will be estimated and included in future City budgets. STAFF RECOMMENDATION Based on the recommendations of the Roseville Parks and Recreation Commission, the Ramsey County Parks and Recreation Commission, the Ramsey County Board of Commissioners, the Community Advisory Sub-Committee and the Parks and Recreation Infrastructure Committee, staff recommends that the Master Plan as recommended by Brauer and Associates be adopted and that the Citizens sub-Committee study the 1.) process ss for environmental restoration, .) the use of parts of this area for off leash pets, 3.) the use of bicycles off of the ,Hair, trail 4.) location of future parking areas and 5.) the warning of the park and rake their recommendations to the Parrs and Recreation Commission and subsequently the City Council for final approval.
