The objective of this partnership is to <br /> develop a public jurisdiction consumer-buying group for energy with sufficient buying power to <br /> negotiate unproved energy rates. <br /> We understand that a steering committee will be established to create the institutional fi-amewor <br /> for this public jurisdiction and any local unit of government that expressed an interest in <br /> establishing a public jurisdiction consumer-buying group is eligible to participate on the steering <br /> committee. The steering committee will propose a structure for the organisation and decision- <br /> t'4"g pro <br /> gess to carry out its work.
