1� <br /> Community Development Department <br /> TO-&, Steve Sarkozy, City Manager <br /> FROM: Dennis Welsch, Community Development Dire���'" <br /> DATE: February 16, 1999 <br /> RE: North Metro I-35 W Corridor Coalition <br /> Each year the City of Roseville reviews and affirms its interest in continued <br /> participation in the North Metro I-35W Corridor Coalition. Attached is a summary <br /> of the 1998 activities of the I-35 W Corridor Coalition. The Comdor, if thought of a <br /> community, is the third largest community in the state with 85,000 jobs; 4,000 <br /> employers; and 155,000 residents. In 1998 the seven communities experienced nearly <br /> a �/a billion dollar growth spurt and the addition of over 750 new homes. At the <br /> recent National Conference on the First Ring Suburb, the Coalition received praise <br /> for its innovation, and the concept of collaborative sub-regional planning principles <br /> and GIS data sharing was considered a creative"first" that others hope to replicate. <br /> Of particular interest to the City of Roseville is the completion of the Phase 1 <br /> transportation study that identified immediate (3 to 5 year) transportation issues <br /> throughout the corridor and how they might be addressed. Over 60% of the peak <br /> time traffic along I-35W passing through the seven communities comes from the <br /> north, most outside of the seven county metro area. This traffic is expected Co grow <br /> at a rate of 4 - 5 percent per year for the next five years. (It is estimated that over <br /> 25% of the employees who work in the corridor travel on I-35W from the north to <br /> their jobs.) In addition, the northern metro crosstown Highway 610 will be <br /> completed in the next year. It will add significant traffic to the Stretch of the I-35W <br /> from Blaine to the I-35W/694 interchange. <br /> While I-35W is and will continue to be at capacity during peak hours, {even with <br /> corrected lanes}, there remains some capacity on the minor arterials (County Roads). <br /> These roads such as County Road B and C and Lexington Avenue will quickly fiU to <br /> capacity when the Interstate reaches its peak and drivers seek other routes. Ramp <br /> and bridge capacity from the County Road system onto and over the Interstate will <br /> be studied.
