redesign the capacity of these roads without destroying the neighborhoods and small <br /> shopping areas through which they pass. (Roseville took one leadership step in <br /> designating County Road B as a 3-lane road with some turning lane modification. <br /> (As Council member Wiski said, these County Roads and their impacts need to be <br /> studied jointly, by city and county, from building wall to building wall, not just from <br /> curb to curb.) In addition to the "road system", the transportation system needs to <br /> be thought of as a multi-modal and passenger behavior model, meaning the choices <br /> shown in the Phase 1 plan need to be all encompassing. In Roseville, the plan <br /> suggests use of the County Road C rail line as a commuter train route; expanded trail <br /> and biking linkages; more and expansive transit hubs such as Rosedale; and, more <br /> improved circulator systems such as the Roseville Circulator. <br /> The first phase of the housing study is now complete and recommends that there are <br /> over 5,000 housing units (nearly 10 percent of the total) that are in need of <br /> maintenance. Over 12,000 units are over 40 years of age. A significant issue will be <br /> how to protect and preserve that housing asset and investment. The housing report <br /> suggests that the seven communities begin to collaborate on housing issues, such as <br /> a housing design and assistance center, that could serve all seven communities more <br /> efficiently than seven separate resource centers. Another concept is a model housing <br /> maintenance code (Roseville has none at this time). Finally, the report suggests that <br /> it may be more efficient to share these costs and the cost of housing code <br /> administration, rather than having each city create a separate program.
