REQUEST FOR COUNCIL ACTION <br /> DATE: 1/25/99 <br /> ITEM NO: F--5 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Reports <br /> Item Description: Authorization for Parks And Recreation Re Accreditation <br /> iiiiiiiiiiiiiiiiiiiiiillillillillillillilliillillillillillillillillilillillillillillillillillillilliillillillillillillilliillillilillim <br /> BACKGROUND <br /> In 1994, the City of Roseville Parks and Recreation Department nt was accredited by the <br /> National Commission for Accreditation of Parks and Recreation Agencies. The <br /> program requires re-accreditation every five years. <br /> Every recreation and park agency, whatever its focus or its field of operation, is <br /> rightfully concerned with the efficiency and effectiveness of its operations. With the <br /> importance of recreation experiences to the quality of life, every agency has an <br /> essential responsibility in the lives of individuals. The appraisal of just how well an <br /> agency is doing operationally is indeed a difficult task. For this reason, when evaluating <br /> an agency, the recreation and park profession and the supporting citizenry have turned <br /> to 'experience-wisdom'l of the profession. when this experience wisdom is formalized, <br /> it results in standards against which one evaluates an agency's operation. <br /> The Accreditation program consists of 152 standards which were developed for the <br /> national program of Accreditation for Local Public Park and Recreation Agencies. The <br /> standards in the document were initially determined by leading professionals in the <br /> Great Lakes District of the then National Recreation Association and field tested in a <br /> statewide study in Pennsylvania encompassing 30 municipal park and recreation <br /> departments employing full-time directors. The document was updated and revised in <br /> 1972 and after 20 years was replaced by the current revised and updated standards. <br /> These standards were developed by a special committee initiated by the American <br /> Academy for mark and Recreation Administration and joined in by the National <br /> Recreation and Park Association. Input from a wide scope of practitioners was sought <br /> through meetings at conferences, working with various state and organization hoards <br /> and councils, and general distribution of information. <br /> To be accredited, an Agency must comply with all "fundamental" standards. These are <br /> considered fundamental to a quality operation. As for the other standards, 85% of the <br /> Standards must be met. <br />
